Section ~'. PENALTY FOR VTQLATION. The owner3or owners of any building or premises or a part thereof, where anything in violation of this ordinance shall be placed or shall exist, and any architect, builder or contractor who assists or participates in the commission of any such violation, and all persons or corporations who shall violate any of the provisions of this ordinance or fail to comply therewith, or any requirements thereof, or who shall build in violation of any detailed statement of plans sub- mitted and approved thereunder, shall for each and every violation or non-compli- ance be guilty of a misdemeanor, and upon conviction thereof shall be fined not more than forty-nine (~k9.~) dollars, and each day during which said violation shall continue shall constitute a separate offense. Section 4. PLATS. A11 applications for building permits shall be accaar ponied by a plat or plot plan in duplicate, drawn to scale, showing the actual dimensions of each lot to be built upon, the size and location of each building to be created upon each lot and such other information as may be necessary to en- able the Administrative Officer to determine that the proposed structure and use of land wil]. conform to the provisions of this ordinance. A record of such appli- cations and plats shall be kept in the office of the Administrative Officer. Section 5. BUILDING PERZ~iIT - CERTIFICATE OF OCCUPANCY (a) No excavation for foundation, nor the erection, construction or struc- tural alteration of any structure or part of a structure, or occupancy of streets or alleys with building materials or temporary structures for construction pur- poses, shall be undertaken until a permit therefor shall have bean issued by the Administrative Officer. No such permit shall be issued before application has been made for a Certificate of Occupancy. (b) No vacant land shall be occupied or used and no structure hereafter erected, structurally altered or changed in use shall be used or changed in use intil a Certificate of Occupancy shall have been issued by the Administrative Jfficer~ (c) A Certificate of Occupancy, either for the whole or a part of anew building or for alteration of an existing building, shall be applied for, coinci- dent with the application for a building permit and shall be issued within Len (10}
