For such reasonable variation of the Height and Area Regulations herein <br />set foz~th as the Board may deem necessary for the suitable use of a telephone <br />exchange building located in a "C" Residence District; where the Board determines <br />such variation is reasonably necessary for the public convenience or welfare, har- <br />manious ~o the purpose of the District and not unreasonably injurious to the proper- <br />ty of the°:District in which the structure is or is to be located. <br />14. For the erection and use of a gasoline service station in a Retail <br />Business District if said erection and use will not be unreasonably in3urious to <br />the property in the district in which said service station is to be located. <br />ARTICLE XIV <br />INTERPRETATION AND A1~ZINI5TRATION <br />Section 1. ADMINISTRATIVE OFFICER. The duty of administering and enforc- <br />ing the provisions of this ordinance is hereby conferred upon the Building Commis- <br />sinner, hereinafter referred to as the Administrative Officer. <br />Section 2. INTATION -PURPOSE <br />(a) In interpreting and applying the provisions of this ordinance, they <br />shall be held to be the minimum requirements for the promotion of public health, <br />safety or general welfare. Where this ordinance imposes greater restrictions <br />upon the use of a building or land or upon the heig~t~ bulk or size of a building <br />or structure or requires larger open spaces than are imposed or required by other <br />ordinances, rules regulations or permits, or by easements, covenants or agreements, <br />the provisions of this ordinance shall govern. Where any other ordinances rules <br />regulations or permits or any easements covenants or agreements, impose greater <br />restrictions upon the use of a building or land, or upon the heightss bulk or size <br />of a building or structure, or require larger open spaces than are required under <br />the regulations of this ordinance, such provision shall govern. <br />(b) All structures, the construction of which or a portion of which has <br />been begun, or for which a contract or contracts have been lets prior to the pas- <br />sage of this ordinance, may be completed and used in accordance with the original <br />plans. <br />(c) If the construction or structural alteration of a structure has been <br />planned, but no substantial construction has been made and no contract or contracts <br />have been let for its constructions prior to the passage of this ordinance, a per- <br />mit for such construction or structural alteration shall be required before such <br />construction or structural alteration shall be undertaken. <br />(d) If after the issuance of a permit, the operations authorized there- <br />
