8. s~cifications approved by Council. (sec. 9: Ord. 62, Sept. 4, 1917). Section 10.. If necessary, in the opinion of the Council, the dedica- tions may be accepted without the advance installation of the improvements specified in Sections 6 and 8, and the allottar allowed a specified time witb~- in which to make them, upon the filing by him of a bond insuring the comple- tion of the improvements within the tuna specified, and indemnifying the City against loss or damage by reason of the postponement. Such bend shall be in such form and amount with such sureties, a s the Council may approve. (Sec, 10, Ord, 62, Sept, 4, 1917). Section 11. All work herein required of the allotter, in the matter of the improvement of highways, shall be done under the supervision of the City and the cost of all necessary engineering and inspection so incurred, and any other expense necessary to insure the proper performance of the work, shall be paid by the allotter to the City, such payment to be secured in advance, by deposit or otherwise, as the Council may determine.
