t <br /> <br />December 27,.1963 <br />Mrs. Louise Hall, Clerk of Council <br />Council of the City of North Olmsted <br />Re: Ordinance No. 63-217 <br />An Ordinance authorizing Floyd Browne and Associates to make <br />a study of all of the water charges and water consumption of <br />all connections to the City~s Sanitary Sewer System and to <br />recommend possible changes in sewer service rates, and declaring <br />an emergency. <br />Ordinance No. 63-217 is hereby vetoed for the following reasons: <br />In my judgment, before an expenditure of this kind is made, I would <br />suggest that a preliminary study be made by City personnel in order <br />to make a determination as to the financial condition of the Sewer <br />Revenue Fund. This can be accomplished by the Finance Department <br />submitting. a report comparing the total receipts for tf7e con umption <br />of water against the maintenance expenses, and the payment of principal <br />and interest, to determine whether there is a surplus or a deficit <br />existing within this fund. Therefore, until such a report is forth- <br />coming and administrative decision on the necessity of a detailed <br />rate study cannot and should not be made. <br />1f, for instance, a deficit appears or an inadequate surplus, the <br />$1,800.00 spent for fees for the rate study, would be an unnecessary <br />expenditure of public funds., in that a similar study would have to be <br />undertaken in a year or two hence to make the same determination.. <br />It is my judgment that an extensive rate study should be made only at <br />the time that the sewage revenue fund indicates that a surplus exists. <br />Another disturbing factor in the proposals submitted by Floyd Browne <br />indicates that they will charge the City of North Olmsted $00.00 for <br />the City of Cleveland billings and water consumption records; whereas, <br />we have had assurance from the City of Cleveland that this information <br />will be furnished at no cost to the City of North Olmsted. 1 also wish <br />to advise that i believe that we have sufficient records presently on <br />hand that would enable the Finance Department to make the necessary <br />preliminary study. <br /> <br />
