<br />- 4 - <br />In the absence of the Director of Law for any reason, the first <br />assistant director of law shall per€orm all of the duties herein <br />imposed upon the Director of Law." <br />5, That Section 3 of Article V of the Charter be amended~to require that the <br />Director of Finance be a qualified elector and resident of the City for <br />two years prior to his election and that he be a certified or registered <br />public accountant with a minimum of five years public or private accounting <br />experience, such amended Section 3 of Article V to read as follows: <br />"A rticle V, Section 3: DIRECTOR OF FINANCE <br />The Director of Finance shall be on a full-time basis, with <br />• office to be conducted from the Municipal Building, and shall be <br />the head of the Finance Department and the Fiscal Off icer of the <br />City, He shall be elected at the regular municipal election in <br />the year 1961, and every second year thereafter, for a term of two <br />(2) years. No person shall be eligible to be the Director of <br />Finance unless he shall have been a qualified elector and <br />resident of this city for at least two. years immediately <br />prior to the date of his election, and he shall continue to <br />be a qualified elector and resident of this city during <br />his term of office. The Director of Finance shall at the <br />time of his election be either a certified public account- <br />ant or a registered public accountant with a minimum of <br />five years public or private accounting experience <br />immediately preceding his declaration of candidacy. His <br />term shall begin and he shall assume office on the first <br />day of January next following such election, He shall serve <br />• the Mayor and the Council as financial advisor in connection <br />with municipal affairs, and he may serve as Clerk of the <br />Council. In such capacity or capacities, he shall keep the <br />records of said bodies, and shall authenticate all records, <br />documents and instruments of the City on which authentication <br />is proper, The Director of Finance shall examine all payrolls, <br />bills and other claims against the City and shall issue no warrant <br />unless he shall find that the claim is in proper form, correctly <br />computed and duly approved, and that it is due and payable, and <br />• that an appropriation has been made therefor; and he shall perform <br />all other duties now or hereafter imposed upon City Auditors or <br />Treasurer by the laws of the State of Ohio unless otherwise provided <br />by this Charter, or by ordinance of the Council, and he shall perf orm <br />such other duties as the Mayor may impose upon him consistent with <br />his office," <br />6, That Section 4 of Article V of the Charter be amended to provide for the <br />assignment of duties of police and fire personnel by the Police and Fire <br />Chiefs under rules and regulations prescribed by the Director of Public <br />Safety, such amended Section 4 of Article V to read as follows: <br />"Article V, Section 4; DIRECTOR OF PUBLIC SAFETY <br />The Director of Public Safety shall be the head of the <br />Police, Fire, and Building Departa~ nts; and if established by <br />• Council, the Department of Health, He shall make all necessary <br />rules and regulations for the government of the Department of <br />Public Salty and the several divisions thereof, and he shall be <br />charged with the duty of enforcing all police, health, safety and <br />sanitary regulations that may be prescribed by ordinances or rules <br />of the City or the general laws of the State of Ohio. The <br />Director of Public Safety shall perform such other duties, consi~t- <br />ent with his office, as may be required by this Charter, by ordi- <br />nance of the Council, or as directed by the Mayor, <br />The Chief of Police and the Chief of the Fire Department <br />shall have exclusive control of the assignment of duties of all <br />officers or employees of their respective divisions under such <br />rules and regulations as the Director of Public Safety may <br />prescribe." <br />
