<br />7. That Sect ion 5 of Article V of the Charter be amended to provide for a
<br />Division of Engineering within the Department of Public Service, to be
<br />headed by the City Engineer, such amended Section 4 of Article V to read
<br />as follows:
<br />"Article V, Section 5: DIRECTOR OF PUBLIC SERVTCE
<br />The Director of Public Service shall have charge of all public
<br />works and improvements and the construction thereof, and of all
<br />engineering and inspection in connection therewith. He shall be
<br />charged with the construction, improvement, !epair and mainten-
<br />ance of streets, sidewalks, alleys, lanes, bridges, wharves, docks,
<br />and breakwalls; of water mains, pumps, systems, pipes, purifica-
<br />tion and filtration plants, and the water distribution system; of
<br />sewers, sewage system, drains, ditches, culverts, streams, water.
<br />courses and harbors, and of all public buildings, parks, play-
<br />grounds, cemeteries, and other public places belonging to the
<br />City or dedicated to public use. He shall manage and control
<br />cemeteries, market houses, sewage treatment plants, waterworks,
<br />municipal transportation and all public utilities of the City sup-
<br />ported in whole. or in part by taxation, and shall enforce all the
<br />obligations of privately awned or operated public utilities enforee-
<br />able by the City.
<br />He shall have charge of the making and preservation of all
<br />surveys, maps, plans, drawings, and estimates for public work;
<br />the cleaning, resurfacing, repairing, sprinkling and lighting of
<br />streets and public places; the collection and disposal of waste
<br />. and the preservation of all property belonging to the City and
<br />pertaining to the functions thereof. He shall perform such other
<br />duties , cons intent with his off ice , as may be required by this
<br />Charter, by ordinance of the Council, or as directed by the
<br />Mayor.
<br />Thece shall be established a Division of Engineering, within
<br />the Department of Public Service, which shall be headed by a City
<br />Engineer, who i.s a civil engineer registered as a professional engine~ir
<br />. in the State of Ohio, and shall be appointed by the Mayor subject to
<br />confirmation by a majority vote of Council."
<br />8. That Section 3 of Article VI of the Charter be amended to place all
<br />unskilled laborers and certain secretarial and clerical positions in
<br />the unclassified service, such amended Section 3 of Article VI to read
<br />as follows:
<br />"Article VI, Section ~: DUTIES
<br />The Civil Service Commission shall prescribe, amend, and
<br />enforce rules fer the classification of offices, positions, and
<br />employment in the Civil Service of the City; for examinations and
<br />resignation therefor; for appointments, promotions, removals,
<br />transfers, lay-offs, suspensions, reduction and re-instatement
<br />there•nn; and for standardizing positions and maintaining efficiency
<br />• therein. Therefore, positions under the Civil Service Commission
<br />shall be divided into Classified and Tnclassified Service.
<br />A. The Unclassified Service shall include:
<br />1. All. officers elected by the people.
<br />2. All directors of departments.
<br />3, The members of all boards or commissions appointed by the
<br />Mayor or the Council.
<br />4. The Clerk of Council and the ser_retar;~ of the Civil. Service
<br />Commission.
<br />5. Superintendent, Assistant Superinten•::ent, and Department
<br />t the Police Chief and Pire Chief.
