Said rules and procedure applicable in all matters pertaining to the Commission not hereinabove specifically provided for, shall be in accordance with the Constitution of the State of Ohio or the Laws thereof. 4. That Section 2(d) of article VII d: the Charter be amended to require the Planning Comtiiseion to act within thirty days on matters either referred to it by Council or presented directly to the Commission, such • amended Section 2(d) to read as follows; "Art isle VII , Sect ion 2 : PLANNING COMMISSION (d) MANLMTORY REFERRAL. No public building, street, boulevard, parkway, park, playground, harbor, dock, wharf, bridge, tunnel, or publicly or privately owned utility or part thereof shall be constructed or authorized to be constructed in the City nor shall any street, avenue, parkway, boulevard or alley be opened for any p~pose whatsoever, nor shall any street, avenue, parkway, boulevard or alley be widened, narrowed, re- located, vacated, or its use changed, or any ordinance ref erring to zoning or other regulations controlling the use or development of land be passed, unless and until it shall have been submitted to theiPlanning Commission for report and recommendation.. Any matter presented to the Planning Commission shall be approved or disapproved by it within thirty (30) days from the date of the • meeting of the Commission, at which such matter was presented, unless a longer time be allowed by Council. If the Planning Commission shall fail to act within the time allotted, it shall be deemed to have approved such matter. Any provision of any and finance, resolution or order disapproved by formal action of the Planning Commission shall require a two-thirds vote of all members of Council eligible to vote for adoption or authoron." • 10. That Section 2 of Article 7X of the Charter be amended to change the date of the municipal primary election from May to September, such amended Section 2 of Article IX to read as follows: "Article IX, Section 2: PRIMARY ELECTIONS On the third Tuesday in September prior to each regular municipal election, primary elections shall be held for the purpose of nominating persons as candidates of political parties for election to offices provided for by this Charter to be voted for at the next succeeding regular municipal election." 11. That Section 5 of Article IX of the Charter be amended to increase the number of signatures required for nominating petitions from five to twenty-five, such amended Section 5 of Article IX to read as follows: • "Article LX, Section 5: DECLARATIONS OF CANDIDACY, Each person desiring to become a candidate for a party nomination to be voted for at a primary election, shall, not later than 4:00 P.M. of the 60th day before the day of such primary election, file with the Board of Elections of Guyahoga County, Ohio, a declaration of candidacy and petition, which pet itian shall be signed by not less than twenty-five (25) qualified electors of the City of North Olmsted, who are members of the same political party as the political party of which the candidcate is a member."
