-2- Village of North Olmsted of a tax equal to one mill on each dollar of such taxable property for each of fiv years commencing with and including the tax year 1948 and 'ending with and including the'tax year 1952 and will cause the proceeds of such levies to be paid to the Board of Trustees of The Community Hospital of Bere to be by it expended for the improvement, maintenance and operation of said hospital in such a manner as in its judgment will best`promote the objects of this agreement . It`is further understood and agreed that the Second Partyls Board of Trustees shall have general charge of the hospital, shall select its officers, medical staff and other employees and -shall establish rules and regulations for the management and conduct of the _buciness of said hospital including determina- tion of;the`rate of compensation to be paid for its services by such patients as it deems capable of paying therefor. It is further understood and agreed that Second Party is concurrently submitting,proposed'agreements by separate instruments, identical in terms herewith, to the, tax authorities of each of the following political subdivisions to wit; the City of Berea, the Village' =of Brookpark, the Village of Mliddleburgh Heights,, the Village of Olmsted Falls, the Township of Olmsted, the Township of Riveredge, the Village,of Strongsville, the Village of North Olmsted and the Village of g 'lPstvie ; that in the event this agreement is not, apTr oved by the taxing authorities and the electors of one or more of the said political subdivisions, it shall nevertheless be binding and effective upon those subdivisions whose tax authorities and electors have approved its provided however, that it shall not be binding or effective upon any subdivision unless and until it has been approved . by the taxing authorities and electors-of subdivisions above named the aggregate value of whose taxable real property, as now listed and appraised by the Cuyahoga County Auditor, is equal to or in excess of two- thirds of the aggregato value of the taxable real property of all of the above named political subdivisions. It is further understood and agreed that any political subdivision herein mentioned which fails duly to approve this agreement thereby waives the rights and benefits herein sought to be accorded to it and its inhabitants.
