Kemer by deed recorded,in Volume 6281, Page 284 of Cuyahoga County Records of Deeds; thence continuing southerly and parallel with said center line of Dover Center Road,_'100.00.feet to a point; thence westerly parallel with the southerly,line of land so conveyed to Elmer L & Mary Kemer about 160:06 feet to a point in the westerly line of Dover Center Road; thence southerly along the westerly line of Dover Center Road to the place of beginning. which said lots and lands are hereby determined to be specially benefited by said improvement; and the cost of said improvement shall t include the expense of preliminary and other surveys, of printing and publishing the notices, resolutions and ordinances required, the serving of said notices, the cost of construction, together with interest on'bonds or notes issued in anticipation of the collection of deferred assessments and all other necessary expenditures. Section 5. That the assessments so to be levied shall be paid in not to exceed ten annual installments, with interest not to exceed six per cent per annum on deferred payments, provided that the owner of any property assessed may, at his option, pay such assessment in cash within thirty, days from and after the passage of the assessing ordinance, in which case said assessment shall not include any item of interest upon notes or bonds to be issued in anticipation of the collection of deferred installments,,of assessments; Section 6. That notes or bonds of the Village of'North Olmsted shall be issued in anticipation of the collection of assessments by installments and in an amount equal _thereto. Section 7. That the remainder of-the entire 'cost of said improvement not specially assessed shall be paid out of the General Fund or by the issuance of notes or bonds for that purpose in the manner provided by law.
