Kemer by deed recorded,in <br />Volume 6281, Page 284 of Cuyahoga County Records of Deeds; thence <br />continuing southerly and parallel with said center line of Dover <br />Center Road,_'100.00.feet to a point; thence westerly parallel with <br />the southerly,line of land so conveyed to Elmer L & Mary Kemer <br />about 160:06 feet to a point in the westerly line of Dover Center <br />Road; thence southerly along the westerly line of Dover Center <br />Road to the place of beginning. <br />which said lots and lands are hereby determined to be specially <br />benefited by said improvement; and the cost of said improvement shall <br />t include the expense of preliminary and other surveys, of printing and <br />publishing the notices, resolutions and ordinances required, the <br />serving of said notices, the cost of construction, together with <br />interest on'bonds or notes issued in anticipation of the collection <br />of deferred assessments and all other necessary expenditures. <br />Section 5. That the assessments so to be levied shall be <br />paid in not to exceed ten annual installments, with interest not to <br />exceed six per cent per annum on deferred payments, provided that <br />the owner of any property assessed may, at his option, pay such <br />assessment in cash within thirty, days from and after the passage <br />of the assessing ordinance, in which case said assessment shall not <br />include any item of interest upon notes or bonds to be issued in <br />anticipation of the collection of deferred installments,,of assessments; <br />Section 6. That notes or bonds of the Village of'North <br />Olmsted shall be issued in anticipation of the collection of <br />assessments by installments and in an amount equal _thereto. <br />Section 7. That the remainder of-the entire 'cost of <br />said improvement not specially assessed shall be paid out of the <br />General Fund or by the issuance of notes or bonds for that purpose <br />in the manner provided by law. <br />Section 8.
