H. <br />Rramer, Dr. C. B. Lewis, R. Paddock, B. F. Scott. <br />The minutss of February b, 1951 were read and approved. <br />Mr. George T. Grady of John E. Joseph & Company, Cincinnati addressed the <br />Council in connection with the financing of an inc3.nerator to take care of all <br />waste, burnable and non-burnable, through the issuance of revenue bonds. Cost ' <br />of this proposal as submitted by 14,r. Grady is outlined in the attached sheet, <br />which is made a part of these mir.utes. It was hoped that the incinerator <br />might be built in North 0],msted to also serve Fairview Park and Westlake; , ; <br />however, Mr. Grady stated that after getting together his information, he dis- , <br />covered that it was not possible for one municipality,to render more than 50% ;. <br />of its service to an outside municipality, on any. project financed through ? <br />revenue bonds. It was suggested that perhaps the County might be willino to ? <br />operate an incinerator of this kind and form a llistrict. The Mayor said,the <br />disposal of all waste in one plant was something the Vi11age of North Olmsted, <br />should consider, as it was a matter that was going to become increasingly <br />important. The Mayor referred the matter to the Utilities Commi.ttee? and said <br />we would endeavor to meet tiaith,the Villages of Westlake and Fairview Park for ; <br />further stucly, and that we would also approach the County CQmmissioners to sse <br />if they could be interested in a project of this kind. Mr.'Grady offered to be <br />present if such a meeting could be arranged w3.th the County Comcii.ssioner3. <br />Mayor Karl Bohlken, Councilmen Owens and Ferris of Fairview Park and Councilman <br />Jenkins of Westlake were present at the meeting in connection with the possible <br />construction of an incinerator. <br />Councilman Owens of Fairview Park said the Transportati.on Committee of Fairview ' <br />Park would like a meetin,,; with North O1m.sted's Transportation Committee, and <br />meeting,.was arran;ed for February 26, 1951 at North 0].msted. f <br />; <br />In accordance with advertisement in the Cleveland Press a Public Hearing was ; <br />held on Ordinance #864. There were a number of objections to the classifications. <br />Mr. Schwenk of MeKenzie Road thou;ht McKenzie tZoad should be in District Azl. <br />Mr. Pagel of ?Clifford Road objected to the system of nomenclature on these ; <br />various districts. He also felt that it would have a tendency to freeze that <br />area for only small homes. Mr. Harris of Clzeue Road suggested cutting down ; <br />the A-3 area, and chanoing the area west of Clagze Road from an A-3 District to ' <br />A-2. Nir. Kahler of Marion Road, thought ths idea of Districts was a gaod ons, <br />but ob,jected to them being referred to as A-1. A-2 and A--3, ami wondered if they ; <br />could not be knoj+m. in some other way. Ordinance #$64 was read the tha.rd ti.rne. <br />The Mayor asked Fred Crider, the Building Commissioner his opinion, and he- <br />stated tha ordinance was as satisfactory as possible at this time. The Pdayor <br />then 4sked Fred Hatton, Chairman of the Plannina- Commission his opinion, and he said the Ordinance had the intensive study of the Planning Comrni.ssion. <br />It was moved and seconded that Ordinanee #864 be tabled to be considered in the <br />near future. 'Teas" Baumgardner, Hatton, Kramer, Lewis, Paddock, Scott. <br />A motion was made and seconded authorizing the 14ayor and Clerk to irs tr.uct the <br />City of Cleveland to repair the fire hydrant at 1+352 Columbia lioad. "Yeas" <br />Baumgardner., Hatton,, Kramer, Lewis, Paddock., Scott. <br />Resolution '=1716 was introduced by Mr. Baurcgardner. A Resolution authorizing the <br />Mayor and Crerk to sell the old snow plow. It was raoved and seconded that the <br />above Resolution be adapted as read. "!Yeas" Paumgardner, Hatton, Kramer, Lewi.s, <br />Paddock, Scott. - <br />Resolution #1717 was introduced by Dr. Lewis. A Resolution authorizing-the Mayor <br />and Clerk to purchase a Ati.meograph Machina with copy, counter and cabinet. <br />It was mc>ved and seconded that' the above Resolution be adopted as read. "Yeast' " <br />Baumgardner, Hatton, Kramer., Lewis,'Pa.ddock, Scott. . <br />The r?`•a,yor recommended that Robert Cowldyls salary be increased from $1.10 per <br />haur to $1.30 per hour.
