<br />MTNUTES OF A MEETING OF THE CAUNCIL OF THE VILLAGE OF
<br />NORTH OLMSTED. OHIO

<br />Present were Clarence J. Ovi.a.tt, Mayor, E. Baurrgardner, Fred Hatton) Wm. H.
<br />Kramer, Dr. C. B. Lewis, Roger Paddock# Mr. B. F. Scott was absent.
<br />The minutes of Au,gust 1? 1950 were approved as corrected.
<br />Rooer Paddock, Chairman of the Uti.lities Comunittee, s aid a method of raising
<br />funds ta take care of the street lighting program wnuld have to be decided upon.
<br />The Solicitor advised that the operating levy should go on the ballot thia
<br />fall for renewal and then a portion of it could be used for;street lights.
<br />Resolution #1662 was introduced by Mr. Baurrgardner. A I?esoluta.on declaring the
<br />amount of taxes that may be raised by levy at the maximutn rate authorized by law
<br />without a vote of the electors to be;insufficient and declared the necessity of
<br />a levy in excess of such rate. It was moved and seconded that the statutory
<br />rule be suspended and the Resoluti4n be read immediately the second and third
<br />times a,nd put on its passage. The affirmative vote on said moti.on was as fol-
<br />10ws:2 Ba.wmgardner, Hatton, Kramer,, Lewis, Paddock. Thereupon the Resolution
<br />was read the second and third times and put upon its passage, and.the affirmative
<br />vote thereon was as followst Baumgardner, Hatton, Kramer, Lewis, Paddock.
<br />Dr. Lewis reported_an excavation 20 x 30 i.n size and 5 to b feet deep on the
<br />east side of;Porter Road. He sazd it was a health hazard and also a hazard for
<br />children pl.aying around there. _ He su.ggested that the owner of the property be
<br />notified to fill the excavation.
<br />Dr. Lewis also reported on the situation existing at 30276 Lorain Rd. He said
<br />the County Board of Health informed him they had inspected it, and that Mr.
<br />Gedeon had been instructed to clean up hi.s property. They are ?oing to notify
<br />him again, and if he doesn't-follow their instructions,and cleanup his place,
<br />a warrant will be issued for his arrest,
<br />The Mayox referred to the pond at the park. He said it is used very little for
<br />skatin; durin? the winter months, due to the location and the fact that it is too
<br />deep to permi.t the contro3 of leaves. It has been suggested that consideration
<br />be gi$en to filling it up, eliminating the mosqui.to problem, and also the odor
<br />that emanates from there. It was also mentioned that there maf be fill dirt
<br />avai].able from the Sherwin Williams excavatian,
<br />Fred Hatton, Chairman of the Planning Commission:reported that the Ylanning
<br />Commission, at their meeting of August $, 1950, approved the rezoning from
<br />residence to retail business thP property of Mr. C. M. Bowen located on the
<br />northeast corner of Clagu.e and Lorain Roads.
<br />Ordinance #$L,.O was introduced by Mr. Baumuardner. An Ordinance to amend the
<br />Zone Map and Zoning Ordinance of the Villa,e of North 0lmsted by changing from
<br />a residence district to a retail business district the land herea.na#'ter described,
<br />located on the northeast corner of Claguo and Lorain Roads. (C. M. Bowen
<br />property). This Ordinance was given its first reading only.
<br />It was moved and seconded that the Clerk be authorized to advertise the rezoning
<br />change, "Yess" Baumgardner., Hatton, Kramar, Lewis., Paddock. _
<br />It was amved a,nd seconded that the minutes of February 'j, 1950 be carrected
<br />to read - Ernie Zoldessy was appointed as a reoular bus driver. nYeas"

<br />The Mayor appointedlJohn Douglas, now in the empZoy of the Municipal Bus Line,
<br />as a regular bus driverA a s of August 1% 1950.
<br />Resoluti.on #1663 was introduced by Mr. Kramer. A Resolution approving the
<br />aPAointment of John IDu?las as a re?u].ar bus'_>driver.as:of Aubust 15, 1950. It
<br />was moved and seconded that the above Resolution be adopted as read. `"Yeas"
