In answer to sane of the questions raised during the Public Hearing, Mr. Biskind
made the following co=ents: "
The basic theory of traffic en;3.asers, Vrhose business it is to aeviss ways and
means of controlling traffic, and nasing it as safe as it is possible to make,
is t o devide.traffie,' and not have it all collected in,one or two places and then
turned out on a public rcad. Plan for proposed shopping center is as follaws:
? Lorain ftoad entrances:
From the.traffic Light approximately 250 feet west is,first entrance: on Lorain
? - Road -300 feet west of that the second entranee and 400 feet west eP that is the
third entrance. ;
West Park Drine entrances
? w Going dawn Ziest Park Drive, agproximately. 250 feet north of traffic light is '
I first entrance - thEn approximately 400 feet north of that the second entrance and ?
? about 600 sone odd feet is third sntrance.
? . . . .
He called attention to the faet that traffic wi1.7. be.controlle d on West Park Drive,
when and if a shopping ceriter is built, which will make the road more safe than it
I _ is naw.
( Mr. Biskind stated that they have executed a written statement to dedicate withaut
conpensation, the land required along its narthern boundary for the extension of
? Brookpark Road, and to pay_half the cost of obtaining the balance of the land along
3ts northern boundary, iahich it may be necessary to acquire in order to dedicate
said publ3c thoroughfare, so these people na,y obtain water.
i , .
He said they did try to acquire other parcels of land. One reason the Loser property
? 3s not being used as a shopping center is because it is entire].q too small for a
modern day shopping center - only eight acres in;size. It was necessary to acquire
? over sixty acrea of land., not for the inaunediate use af the shopping center, but for
expansion later on. Expect to keep a;certain percentage,of the land undeveloped;
for years to come because agencies who are going to execute leases w3th them actually
waxit that assurance - that when the time does come to"expand, they will be able to
expand in a planned and orderly manner. .
I Mr. Biakind stated th t the have exe
a y cuted a written statement to the council _
? that if they do not go forward with the shopping center., they will give sixty days
notice so that rezoning can be effected -- that they are not here as speeulators,
I but as developers.
As to how the shopping center will aPfect other busines3 people 3n the city$
? Mr. Biskind said, generally speaking, competition presents more business - it doeg
not drive busi.nees away. There will. be more, people com3ng to North Olmsted as the
f result of.the chopping center. Those merchants, who wish to be progressive, and
? who will give the public what the public wishes, will always do business. He stated .
? any merchant who is at the present time engaged in business in North Olmsted and who
wishes to come to the shopping center, will be given preYerence to a merchant whor
? is not,already in North Olmsted. ?
Mr. Harr3r M. Crider commented on the handbill which was distributed to the residents
oP North Olmsted, copy oF which is *iled Vrith-these minutes. ,•
A motion was made by Mr. arider and seconded by Mr, Baker that Ordinance #2205 be
adopted.,"Yeas" Baker.. Crider, Decker., Knapp, Kramer, Neubauer, Sehwenk.
Ordinance #2213 was read.the third time.
A notion waa made by Mr. Schwenk and seconded by Mr. Decker that Qrdinance #2213 be
'adopted.: "Yea" Crider. "Nays" Baker, Decker, Knapp,:Kramer, Neubauers Schwenk.
The Safety-Service Director reported that bid9 had been taken for the sale of ten
feet From the easterly fire station sita, west oP Columbia ftoad.not needed for munici-
pa1 purposes, and that the succe9sftil bidder was Robert H. Raush, : 25800 Lorain Road,
