MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> JANUARY 21, 2014 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Limpert, Kearney, Schumann and Williamson <br /> Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, <br /> Clerk of Council Gallo, Director of Planning/Development Wenger and <br /> Director of Human Resources Farver <br /> Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br /> 5200 Dover Center Road, North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The Council meeting minutes of December 3, 2013 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: First Reading—Ordinance 2014-1. <br /> REPORTS <br /> Mayor Kennedy: <br /> • He swore in North Olmsted Police Sergeant Eric Morgan. <br /> • He announced that he swore in a new police officer, Joseph Ganelli, earlier in the <br /> week. <br /> • Last week he gave his State of the City address. He thanked the Radisson and <br /> Chamber of Commerce for helping to host the event. He thanked everyone for <br /> coming. <br /> Director of Law Gareau: <br /> • The Law Dept. represented the Administration in a combined arbitration <br /> concerning former police officer, Brian Bielozer, and current officer Jennifer <br /> Hayner. Briefs will be submitted and then they will await the decision from the <br /> arbitrator. <br /> • Ass't Law Director, Bryan O'Malley, brought legal guidance to the Civil Service <br /> Commission at a hearing to remove from the Sergeant promotional list the name <br /> of former police officer, Brian Bielozer. The hearing lasted over four hours. The <br /> Commission ruled 3-0 that former Officer Bielozer would be ineligible for <br /> promotion given his termination and then removed his name from the list. The <br /> individual who was the top candidate then was Sgt. Morgan. Civil Service <br /> member Michael Ubaldi's term expired on December 31, 2013. Kimberly Rahm <br /> was appointed to the vacancy. <br /> • The Law Dept. will be representing the Administration in an arbitration of a case <br /> next week involving AFSCME. This dispute concerns an employee's claim that <br />
