MINUTES OF THE MEETING OF THE COUNCIL <br /> OF THE CITY OF NORTH OLMSTED <br /> FEBRUARY 4,2014 <br /> Present: Council President Jones, Council Members Barker, Brossard, Hemann, <br /> Limpert, Kearney, Schumann and Williamson <br /> Also Present: Mayor Kennedy, Director of Law Gareau, Clerk of Council Gallo, <br /> Director of Safety/Service Glauner (appointed this evening), Director of <br /> Planning/Development Wenger and Director of Human Resources Farver <br /> Absent: Director of Finance Copfer <br /> Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br /> 5200 Dover Center Road, North Olmsted, Ohio. <br /> Members of the audience were invited to join Council in the recitation of the Pledge of <br /> Allegiance. <br /> The special Council meeting minutes of December 10, 2013 and the Council meeting <br /> minutes of December 17, 2013 were approved as written. <br /> The following legislation will be considered for passage under suspension of the rules <br /> this evening: Second Reading— Ordinance 2014-2. <br /> Councilman Schumann made a motion to remove Ordinance 2014-7 from the agenda as a <br /> Public Hearing needs to be held before the second reading. The motion was seconded by <br /> Councilman Barker and passed unanimously. Ordinance 2014-7 removed from the <br /> agenda 7-0. <br /> REPORTS <br /> Mayor Kennedy: <br /> • The Ski Chase that was to be held at Springvale last Sunday was cancelled due to <br /> the rain on Saturday. No date to hold this event has been scheduled yet. <br /> • The Fish Fry's at Springvale begin on March 7, 2014. They are held every Friday <br /> during Lent from 4:00 p.m. to 8:00 p.m. <br /> Director of Law Gareau: <br /> • The Law Dept. represented the Administration last week in the matter of an <br /> arbitration concerning an AFSCME employee. It was completed in one day and <br /> they are waiting on a decision from the arbitrator in that matter. <br /> • This week, he provided guidance to the Administration and Council concerning <br /> Mr. Glauner who is the nominee to serve as the Safety and Service Director of <br /> North Olmsted. There was a question raised as to whether or not there is a <br /> potential issue of his spouse working within the same department that he manages <br /> and if this would present a conflict of interest. It was his opinion that he did not <br /> believe that this presented an obstacle to Glauner taking the position of Director <br />
