Council Minutes of 02-18-2014 <br /> the rules requiring three readings and formal committee review as this was discussed in <br /> Caucus and during the Finance meeting of February 8, 2014. The motion was seconded <br /> by Councilwoman Hemann and passed unanimously. Councilman Limpert moved for <br /> adoption. The motion was seconded by Councilwoman Hemann and passed <br /> unanimously. Resolution 2014-15 adopted 6-0. <br /> Resolution 2014-16 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Mayor to enter into a third agreement with Morris-Pontiac- <br /> GMC, Inc. dba Morris Cadillac-Buick-GMC, Inc. granting a license to access and utilize <br /> the Recreation Center private driveway in conjunction with its approved site plan and <br /> development, and declaring an emergency. Councilman Brossard made a motion to <br /> suspend the rules requiring three readings and formal committee review as this was <br /> discussed in Caucus and explained this evening during Director Gareau's report. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. <br /> Dennis Lambert, 25057 Carey Lane said this will be the third year for this easement <br /> granting them use of the Recreation Center driveway. He supports supporting North <br /> Olmsted businesses because they support the community. He asked for a reasonable <br /> explanation as to when this easement will stop or when they will complete the project. <br /> Gareau said this is not an easement; this is a license that is controlled by the city and is <br /> revocable by either party to the extent that it's limited in duration. It cannot be open <br /> forever. It expired, and the effective date is March 1, 2014 through March 1, 2015. The <br /> explanation that was given has to do with an issue with the EPA which delayed the <br /> commencement of construction, as well as a financing issue that caused a delay. It will <br /> expire, we will come back here and Council will vote on it. Mayor Kennedy said any <br /> frustration that the city may have is far less than Robert Morris feels in getting this <br /> project started. So, the city is going to support him 110%, and hopefully things start <br /> quickly and finish quickly. Lambert said he is not against supporting a business. There <br /> are a lot of projects that get started in communities and do not finish for a very long time. <br /> This is not an unusual question to ask Council. The community should have answers to <br /> when they anticipate completing their project. <br /> Councilman Brossard moved for adoption. The motion was seconded by Councilwoman <br /> Williamson and passed unanimously. Councilman Barker said Morris does not sell <br /> Pontiac; it's Morris Cadillac. Resolution 2014-16 adopted 6-0. <br /> Resolution 2014-17 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Mayor to enter into an amended agreement with Jeffrey A. <br /> Grusenmeyer & Associates, Inc. in order to provide additional professional services for <br /> improvements at the North Olmsted Recreation Center, and declaring an emergency. <br /> Councilman Brossard made a motion to suspend the rules requiring three readings and <br /> formal committee review as this was discussed in Caucus and is a timing issue. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. <br /> Councilman Brossard moved for adoption.
