This is being funded out of the <br /> land and building acquisition fund. <br /> Hospitalization <br /> • 2014 expected cost reflected a 30.7% increase due to the City's highest <br /> claims year in recent memory — very nearly at the aggregate cost. This <br /> was due to <br /> 4 employee/dependents hit the specific stop loss of $100,000 in 2013. <br /> Michael Gareau presented the Law Department's budget: <br /> • No staffing changes — possible addition of law clerk to be paid from Fair <br /> Housing. <br /> • Office supplies cut in half. <br /> • Reduction in all contractual services except for Outside Services. <br /> Two pending cases are before the Municipal Court. North Olmsted v. <br /> Chris Fox (attorney Mark Schneider is representing North Olmsted) and <br /> North Olmsted v. Jeff Stofko (attorney Gary Hotz is representing North <br /> Olmsted)(conflict due to involvement of Councilmember Mark Mahoney). <br /> One or either will likely go to a jury trial. This will be a significant expense. <br /> They probably will also appeal if they lose. <br /> • Memberships — limited too Ohio State Bar Assn. and the County Law <br /> Director Assn. <br /> • We anticipate changing the subscriptions for research materials due to the <br /> availability of similar materials at a lower cost through the Ohio State Bar <br /> Assn. <br /> Fair housing in North Olmsted is funded entirely by money provided to the City of <br /> North Olmsted by the United States government. Carole Heyward's duties in the <br /> Law Department are limited to her role in administering the Fair Housing <br /> program. This money was advanced to the city and we are responsible for <br /> spending it on awareness programming, training, and testing. <br /> Paul Barker presented the Council's budget: <br /> There are no staffing changes, the clerk received the nonbargaining 2%, while <br /> councils are set by ordinance prior to the election. A other expenditure items are <br /> recurring in nature such as recodification. One item council discussed but did not <br /> include in this ordinance was new council chamber chairs as the current ones are <br /> old, wobbly and are unsightly.
