• Add one part time maintenance employee. • Patio improvement $105,000 is adjacent to park playground will enhance the park and the seniors use of the space. This is being funded out of the land and building acquisition fund. Hospitalization • 2014 expected cost reflected a 30.7% increase due to the City's highest claims year in recent memory — very nearly at the aggregate cost. This was due to 4 employee/dependents hit the specific stop loss of $100,000 in 2013. Michael Gareau presented the Law Department's budget: • No staffing changes — possible addition of law clerk to be paid from Fair Housing. • Office supplies cut in half. • Reduction in all contractual services except for Outside Services. Two pending cases are before the Municipal Court. North Olmsted v. Chris Fox (attorney Mark Schneider is representing North Olmsted) and North Olmsted v. Jeff Stofko (attorney Gary Hotz is representing North Olmsted)(conflict due to involvement of Councilmember Mark Mahoney). One or either will likely go to a jury trial. This will be a significant expense. They probably will also appeal if they lose. • Memberships — limited too Ohio State Bar Assn. and the County Law Director Assn. • We anticipate changing the subscriptions for research materials due to the availability of similar materials at a lower cost through the Ohio State Bar Assn. Fair housing in North Olmsted is funded entirely by money provided to the City of North Olmsted by the United States government. Carole Heyward's duties in the Law Department are limited to her role in administering the Fair Housing program. This money was advanced to the city and we are responsible for spending it on awareness programming, training, and testing. Paul Barker presented the Council's budget: There are no staffing changes, the clerk received the nonbargaining 2%, while councils are set by ordinance prior to the election. A other expenditure items are recurring in nature such as recodification. One item council discussed but did not include in this ordinance was new council chamber chairs as the current ones are old, wobbly and are unsightly. Council asked to add monies based on Planning Director's estimate for 12 chairs appropriate for council chambers. Carrie Copfer presented the Department of Finance budget:
