Council Minutes of 02-18-2014 <br /> unanimously. Resolution 2014-3 amended.de an emergency clause. The motion was <br /> made by Councilman Schumann and passed unanimously. Resolution 2014-3 amended. <br /> LEGISLATION <br /> Ordinance 2014-4 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Ordinance No. 2012-57 to establish additional fees ranges for newly <br /> created fitness programs and to restate the program fees for use of park and recreation <br /> facilities. Councilman Brossard moved for adoption. The motion was seconded by <br /> Councilwoman Hemann and passed unanimously. Ordinance 2014-4 adopted 6-0. <br /> Resolution 2014-5 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Mayor to advertise for bids for the award of a contract to <br /> provide construction and renovation services at the North Olmsted Recreation Center to <br /> include front lobby redesign, new fitness area and pool locker rooms, and authorizing the <br /> Mayor, following approval of the Board of Control, to contract for the same with the <br /> lowest and best bidder, and declaring an emergency. Councilman Brossard moved for <br /> adoption. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Resolution 2014-5 adopted 6-0. <br /> Resolution 2014-6 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Mayor to request proposals from firms qualified to conduct a <br /> comprehensive curbside leaf collection program; further authorizing the Mayor to enter <br /> into an agreement with the firm selected in the RFP process, after approval by the Board <br /> of Control. Councilman Barker moved for adoption. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Resolution 2014-6 adopted 6-0. <br /> Resolution 2014-3 introduced by Councilwoman Williamson was given its second <br /> reading. A Resolution dispensing with the Request for Proposal ("RFP") process and <br /> authorizing the Mayor to enter into an agreement with the Ohio Attorney General to <br /> perform delinquent debt collection services, and declaring an emergency. Councilwoman <br /> Williamson made a motion to suspend the rule requiring three readings as this was <br /> discussed in committee and the contract needs to be in place as soon as possible. The <br /> motion was seconded by Councilman Barker and passed unanimously. Councilwoman <br /> Williamson moved for adoption. The motion was seconded by Councilman Barker and <br /> passed unanimously. Resolution 2014-3 adopted 6-0. <br /> Ordinance 2014-8 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance to make appropriations for current expenses and other expenditures for the <br /> City of North Olmsted for the year ending December 31, 2014, and declaring an <br /> emergency, as amended. Councilman Schumann made a motion to suspend the rule <br /> requiring three readings as this was discussed in committee. The motion was seconded <br /> by Councilman Barker and passed unanimously. Councilman Schumann moved for <br /> adoption. The motion was seconded by Councilman Barker and passed unanimously. <br /> Councilman Barker thanked everyone for their work on the budget.
