LEGISLATION Ordinance 2014-4 introduced by Mayor Kennedy was given its third reading. An Ordinance amending Ordinance No. 2012-57 to establish additional fees ranges for newly created fitness programs and to restate the program fees for use of park and recreation facilities. Councilman Brossard moved for adoption. The motion was seconded by Councilwoman Hemann and passed unanimously. Ordinance 2014-4 adopted 6-0. Resolution 2014-5 introduced by Mayor Kennedy was given its third reading. A Resolution authorizing the Mayor to advertise for bids for the award of a contract to provide construction and renovation services at the North Olmsted Recreation Center to include front lobby redesign, new fitness area and pool locker rooms, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder, and declaring an emergency. Councilman Brossard moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously. Resolution 2014-5 adopted 6-0. Resolution 2014-6 introduced by Mayor Kennedy was given its third reading. A Resolution authorizing the Mayor to request proposals from firms qualified to conduct a comprehensive curbside leaf collection program; further authorizing the Mayor to enter into an agreement with the firm selected in the RFP process, after approval by the Board of Control. Councilman Barker moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously. Resolution 2014-6 adopted 6-0. Resolution 2014-3 introduced by Councilwoman Williamson was given its second reading. A Resolution dispensing with the Request for Proposal ("RFP") process and authorizing the Mayor to enter into an agreement with the Ohio Attorney General to perform delinquent debt collection services, and declaring an emergency. Councilwoman Williamson made a motion to suspend the rule requiring three readings as this was discussed in committee and the contract needs to be in place as soon as possible. An Ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2014, and declaring an emergency, as amended.
