Council Minutes of 03-04-2014 <br /> ("NPDES") Phase II, and declaring an emergency. Councilman Limpert moved for <br /> adoption. The motion was seconded by Councilman Brossard and passed unanimously. <br /> Resolution 2014-14 adopted 6-0. <br /> Resolution 2014-18 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution proclaiming April as Fair Housing Month in the City of North Olmsted, Ohio, <br /> and declaring an emergency. <br /> Resolution 2014-19 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Mayor to request proposals from professionals qualified to <br /> create and implement outreach programs to raise awareness of Fair Housing laws and <br /> housing discrimination and, further, to educate residents on their rights and <br /> responsibilities under the Fair Housing laws of the City of North Olmsted and the United <br /> States of America and, following selection by the Board of Control, authorizing the <br /> Mayor to enter into a contract for said services, and declaring an emergency. <br /> Councilman Kearney made a motion to suspend the rule requiring three readings as this <br /> was heard in the Finance Committee this evening. The motion was seconded by <br /> Councilman Barker and passed unanimously. <br /> Dennis Lambert, 25057 Carey Lane said he attended the committee meeting regarding <br /> Resolution 2014-19. He heard a very simple explanation for why this is needed to be <br /> done, but that was a Finance Committee meeting. He would have expected this to be <br /> discussed at a local government meeting because no one talked about how much it was <br /> going to cost. He asked Councilman Kearney how much he anticipates spending for this <br /> outreach program? Councilman Kearney said he's not sure. Gareau said it will cost <br /> under $15,000. Lambert suggested that Council make a motion to amend the Resolution <br /> to cap it at $15,000. Gareau said in the fourth wheareas clause of this Resolution, it says <br /> "the costs of such services shall not exceed $15,000". Lambert said that answers his <br /> question. Seeing that this is under $15,000, you wouldn't even need Council's <br /> permission would you? Gareau said technically the city does not need to do an RFP for <br /> purposes of selecting a contractor, but the problem is the legislation does not allow <br /> contacts to be signed if it's more than $5,000. It's a glitch that should be fixed. <br /> Technically it's $50,000 for some goods, but the Mayor has contracting authority up to <br /> $5,000. So, it's out of sync. It could probably use an update. Lambert thanked Gareau <br /> for the information and said he is satisfied. <br /> Councilman Kearney moved for adoption. The motion was seconded by Councilman <br /> Schumann and passed unanimously. Councilman Barker commented that if people <br /> would read the full Resolution, it probably would have saved some time. Resolution <br /> 2014-19 adopted 6-0. <br /> MISCELLANEOUS BUSINESS <br /> President Jones announced that a Public Hearing is scheduled for Tuesday March 11, <br /> 2014 at 7:00 p.m. regarding Ordinance 2014-7. <br /> 4 <br />
