Council Minutes of 10-01-2013 <br /> made by Williamson second by Schumann. The committee voted 3-0 to <br /> recommend approval of Ordinance 2013-84. The meeting was adjourned at 9:24 <br /> p.m. <br /> Councilman Smith, Chairman of the Building, Zoning and Development Committee: <br /> The BZD Committee met Tuesday October 1, 2013 at 7:00 p.m. Present were committee <br /> members Smith and Barker; Planning/Development Director Wenger. <br /> • Discussed was Resolution 2013-86 which is a Resolution authorizing the <br /> Director of Planning and Development to request proposals ("RFPs") from <br /> qualified firms to provide professional planning services for the 2015 Master <br /> Plan update and further authorizing the Mayor, subject to approval of the Board <br /> of Control, to enter into a personal services contract with the firm selected in the <br /> RFP process. Wenger explained that the city is in the planning stages of the <br /> 2015 Master Plan. Since the Master Plan can take 12 to 18 months to complete, <br /> she wanted to get the process going as soon as possible. She felt that although <br /> she can handle most of the process, she thought it would be wise to hire a <br /> professional firm to assist with the planning services. Several Council members <br /> questioned what the Master Plan would contain, to which she stated that the plan <br /> was usually all encompassing and wide ranging. Motion made by Councilman <br /> Smith second by Councilman Barker. The committee voted 2-0 to recommend <br /> approval of Resolution 2013-86. The meeting was adjourned at 7:12 p.m. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said he has been attending meetings for awhile. He <br /> said he talked to former Law Director, Jim Dubelko about this. He told Dubelko liquor <br /> permits are established at the Dept. of Liquor Control and they send it up to City Hall. <br /> Anybody could object to a liquor permit, and your objection is to the Dept. of Liquor <br /> Control. You don't object or not object to a liquor permit as a Council. Dubelko <br /> changed it so that Council would have to vote to not object to the liquor permits. <br /> Lambert said anyone can object to a liquor permit anytime they want to. Gareau said the <br /> concept of not objecting and taking a vote is unique because simply doing nothing is not <br /> objecting. The act down in Columbus requires that there be an actual objection made. <br /> Presumably anybody can file a complaint with Liquor Control. Each October, the city <br /> gets the right to object to the automatic annual renewals as well. Is Council required to <br /> do a vote for not objecting? The answer would be no, they are not required to. He does <br /> not know why it has become a matter of protocol. Council could simply take no action <br /> on it, and the effect would be the same. <br /> Jeff Sturgeon, 3092 W. 231 Street referenced Resolution 2013-86 (Master Plan). He <br /> asked if the current Master Plan was the first in the city. Gareau said the city has had <br /> Master Plans since the 1960's. Sturgeon asked if the city is required to do this, and <br /> Gareau responded that the city is required by Charter. Sturgeon asked how much money <br /> the 2015 Master Plan will cost, and Gareau said he does not know. Copfer said it's a ten <br /> year plan that will cost around $75,000. Sturgeon asked if this is a new Master Plan or an <br /> update. Mayor Kennedy responded that it is an update. The city is required to update the <br /> 4 <br />
