• <br /> Council Minutes of 10-15-2013 <br /> `'err• Ordinance 2013-89 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance to make and transfer appropriations for current expenses and other <br /> expenditures for the City of North Olmsted for the year ending December 31, 2013, and <br /> declaring an emergency. Councilman Barker made a motion to suspend the rule <br /> requiring three readings. The motion was seconded by Councilman Schumann and <br /> passed unanimously. Ordinance 2013-89 adopted 7-0. <br /> Ordinance 2013-90 was introduced and placed on first reading by Council President <br /> Jones. An Ordinance amending Section 337.26 of the Traffic Code of the City of North <br /> Olmsted entitled "Child Restraint System Usage" in order to (1) eliminate the provision <br /> that the failure to properly restrain multiple children in a single event constitutes a single <br /> offense; (2)increase the maximum fine; and (3) make a violation a primary offense. <br /> Resolution 2013-91 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Mayor to advertise for bids for diesel fuel and gasoline <br /> products for use by the City of North Olmsted, as per specifications on file, and <br /> authorizing the Mayor, after approval of the Board of Control, to enter into a contract to <br /> purchase such products. <br /> Resolution 2013-92 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the <br /> purchase of 5,000 tons of asphalt materials for various Service Department needs <br /> throughout the city as detailed in the specifications on file, further authorizing the Mayor <br /> to enter into a contract with the lowest and best bidder(s) to purchase said materials, after <br /> 'tory Board of Control Approval, and declaring an emergency. <br /> Resolution 2013-93 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the <br /> purchase of 5,000 tons of stone for various Service Department needs throughout the city <br /> as detailed in the specifications on file, further authorizing the Mayor to enter into a <br /> contract with the lowest and best bidder(s) to purchase said stone, after Board of Control <br /> approval. <br /> Resolution 2013-94 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution dispensing with the RFP process and authorizing the Mayor to enter into a <br /> contract with Records Imaging Service for the purpose of scanning and indexing the <br /> entirety of City Council's legislation and minutes. Councilman Barker made a motion to <br /> suspend the rule requiring three readings. The motion was seconded by Councilman <br /> Kearney and passed unanimously. Councilman Barker moved for adoption. The motion <br /> was seconded by Councilman Kearney and passed unanimously. Resolution 2013-94 <br /> adopted 7-0. <br /> MISCELLANEOUS BUSINESS <br /> Councilwoman Williamson scheduled a Public Safety, Health & Welfare Committee <br /> meeting for Tuesday October 22, 2013 at 7:00 p.m. to discuss 2013-90 and 2013-72.
