• Council Minutes of 10-15-2013 `'err• Ordinance 2013-89 introduced by Mayor Kennedy was given its second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2013, and declaring an emergency. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Schumann and passed unanimously. Ordinance 2013-89 adopted 7-0. Ordinance 2013-90 was introduced and placed on first reading by Council President Jones. An Ordinance amending Section 337.26 of the Traffic Code of the City of North Olmsted entitled "Child Restraint System Usage" in order to (1) eliminate the provision that the failure to properly restrain multiple children in a single event constitutes a single offense; (2)increase the maximum fine; and (3) make a violation a primary offense. Resolution 2013-91 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to advertise for bids for diesel fuel and gasoline products for use by the City of North Olmsted, as per specifications on file, and authorizing the Mayor, after approval of the Board of Control, to enter into a contract to purchase such products. Resolution 2013-92 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Service to advertise for bids for the purchase of 5,000 tons of asphalt materials for various Service Department needs throughout the city as detailed in the specifications on file, further authorizing the Mayor to enter into a contract with the lowest and best bidder(s) to purchase said materials, after 'tory Board of Control Approval, and declaring an emergency. Resolution 2013-93 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Service to advertise for bids for the purchase of 5,000 tons of stone for various Service Department needs throughout the city as detailed in the specifications on file, further authorizing the Mayor to enter into a contract with the lowest and best bidder(s) to purchase said stone, after Board of Control approval. Resolution 2013-94 was introduced and placed on first reading by Mayor Kennedy. A Resolution dispensing with the RFP process and authorizing the Mayor to enter into a contract with Records Imaging Service for the purpose of scanning and indexing the entirety of City Council's legislation and minutes. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Kearney and passed unanimously. Councilman Barker moved for adoption. MISCELLANEOUS BUSINESS Councilwoman Williamson scheduled a Public Safety, Health & Welfare Committee meeting for Tuesday October 22, 2013 at 7:00 p.m. to discuss 2013-90 and 2013-72. The Law Director is asked to attend. 6
