Council Minutes of 10-15-2013 <br /> LEGISLATION <br /> �rr <br /> Ordinance 2013-83 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Chapter 513 of the General Offenses Code of the Codified <br /> Ordinances of the City of North Olmsted entitled"Drug Abuse Control" in order to create <br /> a local Code provision making illegal the possession of marijuana drug paraphernalia. <br /> Councilwoman Williamson moved for adoption. The motion was seconded by <br /> Councilman Schumann and passed unanimously. Schumann commented that he voted <br /> against this legislation in committee because he thought there was vague language in the <br /> list that was used and he also thought it was dated. He also had worries about the <br /> potential of a young people getting jammed up over some overzealousness or a mistake. <br /> I would have liked to talk about this more, but I did some research and had some long <br /> conversations with Safety/Service Director Thomas and feel a lot better about it now. I <br /> don't mean any disrespect to the committee, I just would have liked to talk about his <br /> more. Thank you. Ordinance 2013-83 adopted 7-0. <br /> Ordinance 2013-84 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Section 351.20 of the Traffic Code of the City of North Olmsted <br /> entitled "Handicapped Parking" in order to establish jurisdiction in the North Olmsted <br /> Mayor's Court for the prosecution of handicapped parking ticket violations, and declaring <br /> an emergency. Councilwoman Williamson moved for adoption. The motion was <br /> seconded by Councilman Smith and passed unanimously. Ordinance 2013-84 adopted 7- <br /> 0. <br /> Resolution 2013-86 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Director of Planning and Development to request proposals <br /> ("RFPs") from qualified firms to provide professional planning services for the 2015 <br /> Master Plan update and further authorizing the Mayor, subject to approval of the Board <br /> of Control, to enter into a personal services contract with the firm selected in the RFP <br /> process. Councilman Smith moved for adoption. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Resolution 2013-86 adopted 7-0. <br /> Resolution 2013-87 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br /> Olmsted, Ohio, during the year 2014, all money due and owing said city from any <br /> collection source. Councilman Barker made a motion to suspend the rule requiring three <br /> readings. The motion was seconded by Councilman Schumann and passed unanimously. <br /> Councilman Barker moved for adoption. The motion was seconded by Councilman <br /> Schumann and passed unanimously. Resolution 2013-87 adopted 7-0. <br /> Ordinance 2013-88 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance approving an amended and restated sewer service agreement with the County <br /> of Cuyahoga; and declaring an emergency. Councilman Schumann made a motion to <br /> suspend the rule requiring three readings. The motion was seconded by Councilman <br /> Barker and passed unanimously. Councilman Schumann moved for adoption. The <br /> motion was seconded by Councilman Barker and passed unanimously. Ordinance 2013- <br /> 88 adopted 7-0. <br /> ``. <br /> 5 <br />
