Council Minutes of 10-15-2013 <br /> during rain events. Fairview Park is different because they have a master meter <br /> and pay for all the process from their one point of entry. The City Engineer <br /> discussed changes made to the contract, the area served by the plant was enlarged <br /> and better defined and maximum flow rates from the seven points of entry shared <br /> with the Township. The contract does call for surcharges for exceeding the <br /> maximums, but this has never been billed as the Township has no revenue stream <br /> to pay for it and exact numbers aren't available due to temporary meters. The <br /> possibility of master meters was discussed, but with seven points of entry the cost <br /> would be prohibitive. The city is encouraging the Township to work with them <br /> on reducing the "I and 1". Several projects including a basin detention at the <br /> Bradley Lift Station and some relief for the Fitch, Crestwood, McKenzie and <br /> other areas can be financed through Bonds and repaid by user charges so the <br /> Township will share in this. The Township and North Olmsted suffered during <br /> the 2011 rain events and would be amenable to share in making these <br /> improvements. The contract is being discussed by North Olmsted and the County <br /> Council right now, so suspension was requested. The committee voted 3-0 to <br /> recommend approval of Ordinance 2013-88 with suspension. The meeting was <br /> adjourned at 8:05 p.m. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said he called the Service Dept. regarding the leaves, <br /> and Director Thomas' department is up and ready and ready to roll. On the 21st they will <br /> start picking up leaves. He reminded everyone that there are homeowners that have <br /> ditches, not curbs, and to remind the contractor as he goes from pile to pile that he should <br /> be sweeping those ditches with the leaf machines. <br /> Jeff Sturgeon, 3092 W. 2315t Street referenced the Master Plan. Wenger reiterated that <br /> the city has a grant for $30,000 and the rest of the cost will be Wenger's time that she <br /> puts into the project. He asked if this legislation was still under suspension. Council <br /> President Jones indicated that it's on third reading this evening. Sturgeon asked if the <br /> total cost of the project is $75,000 and Mayor Kennedy said that's correct. Sturgeon said <br /> he does not feel that's money well spent. Mayor Kennedy said the Master Plan is <br /> updated every ten years. The importance of the Master Plan is that you are more likely to <br /> get grants, so it's really an investment. Copfer pointed out the Master Plan is also a <br /> Charter requirement. Mayor Kennedy said the $75,000 is spent over a ten year period. <br /> Sturgeon does not agree that this is money well spent. Mayor Kennedy told Sturgeon he <br /> is welcome to come to his office and he can discuss and show Sturgeon how this is a <br /> good investment. <br /> Steve Broerman, 24391 LeBern said that the power goes out a lot in his neighborhood <br /> and general area. He averages about five to six power outages on an annual basis. He <br /> wanted to bring it to everyone's attention and he requested that this be looked into. <br /> Councilman Barker said he received a call from a resident, and he emailed North <br /> Olmsted's CEI representative. He talks the CEI representative every year about the <br /> LeBern area. They said they have done more tree trimming, but they are looking at the <br /> problem. <br /> *sr <br /> 4 <br />
