Council Minutes of 10-15-2013 <br /> Councilman Barker made a motion to amend Ordinance 2013-89. The motion was <br /> seconded by Councilman Schumann and passed unanimously. Ordinance 2013-89 <br /> amended 7-0. <br /> • Discussed last was digital conversion and electronic storage of Council's <br /> documents. Council was presented with quotes from three companies to do this <br /> service for them. Prior to this, Council has met and has had numerous discussions <br /> regarding this process. The presentations were given by CASNET, Hyland <br /> Services and Records Imaging Service. This service is to digitize Council <br /> documents and to also host them on the web for city personnel and residents. <br /> After some discussion and recommendations from our Clerk of Council Marie <br /> Gallo as well as our Network Administrator it was decided that Records Imaging <br /> Services best fit Council's needs. All references were checked as well. The price <br /> for setup and digitizing all of our documents is $10,018.00 including the software <br /> with an annual fee of$1,198.00 to host the documents on the website. Council <br /> was in full agreement to go with this company. He thanked Marie Gallo and the <br /> Network Administrator for all of the work involved to arrange for the <br /> presentations as well as the research in looking at the RFP's. The meeting was <br /> adjourned at 7:27 p.m. <br /> Councilman Schumann, Chairman of the Environmental Control Committee: <br /> The Environmental Control Committee met Tuesday October 8, 2013 at 7:30 p.m. <br /> Present were committee members Schumann, Barker and Brossard; Council President <br /> ,, Jones; Council members Kearney, Smith, Orlowski and Williamson; Finance Director <br /> Copfer, Law Director Gareau, Safety/Service Director Thomas and City Engineer <br /> DiFranco. <br /> • Discussed was 2013-88 which is an Ordinance approving an amended and <br /> restated sewer service agreement with the County of Cuyahoga; and declaring an <br /> emergency. There were several reports from the Finance Dept. and the Law Dept. <br /> about ongoing discussions with the County. Because Olmsted Twp. is a township <br /> and not a city, the County is involved in this matter. If passed, this agreement <br /> will be used as a benchmark for discussions with Fairview Park. The agreement <br /> creates a more equitable situation in light of the expensive work being done to the <br /> city's treatment plant. The original agreement dates back to the year 1988. <br /> Gareau discussed the lawsuit that the County lost which had findings based on the <br /> previous contract which prohibited them from collecting a tap fee. The new <br /> contract allows for the County to collect tap fees for connections to the County <br /> collection system, and for North Olmsted to continue to collect tap fees for the <br /> same connections which allows the waste to be processed at the plant. The <br /> County was anxious to get this right as they were forced to fund several hundred <br /> thousand dollars in tap fees after the loss of the lawsuit. Copfer addressed several <br /> issues including township customers sharing costs of the sewer plant <br /> improvements and the method of collecting from those customers was estimated <br /> and adjusted so the funds fluctuate from year to year. Under this agreement, any <br /> overage will be put in a sewer revenue fund reserve like the way that it's built into <br /> the rate. Since the rate is based on water usage, it doesn't cover everything <br /> Now processed at the plant. Like North Olmsted, Olmsted Twp. has inflow issues <br /> 3 <br />
