Council Minutes of 10-15-2013 • No report. Councilman Barker, Chairman of the Finance Committee: The Finance Committee met on Tuesday October 8, 2013 at 7:00 p.m. Present were committee members Barker, Schumann and Kearney; Council President Jones; Council members Brossard, Orlowski Williamson and Smith; Law Director Gareau, Finance Director Copfer, Clerk of Council Marie Gallo and the Network Administrator. • Discussed first was Resolution 2013-87 which is a Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year 2014, all money due and owing said city from any collection source. This is an annual resolution asking the County to pay the city all monies collected by them. With little discussion a motion was made by Councilman Barker to recommend approval to Council with suspension. The motion was seconded by Councilman Schumann and vote was 3-0 to recommend approval of Resolution 2013-87 with suspension. • Discussed next was Ordinance 2013-89 which is an Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2013, and declaring an emergency, as amended. Dept of Finance $2500.00(amended) for additional part time clerk coverage; Division of IT $2000.00 for IT promotions; in the General Fund $2045.08 converting a portion of amount to Federal Grants Fund 2012 to a transfer because some expenses weren't fully reimbursed by the Energy Efficiency Grant; $149,273.00 (amended) in casualty loss for repairs of the Senior `taw Center which will be reimbursed by the contractor; $2,272.72 additional money granted by the county for the Diversion Program; in Recreation, $35,000 for the expansion in the gymnastics program due to greater participation; $1500.00(amended) increased benefits; $3,000.00(amended) for playground replacement due to not being to code; $13,500.00(amended) for RECTRAC module so that residents can do in line registration and $11,300.00(amended) for an ice edger and Zamboni conditioner. In Federal Emergency Grant a $3600.00(amended) transfer out to solid waste for reimbursement for waste grinding during Super Storm Sandy. In Fair Housing $1583.00 for a part time Law Clerk and $17500.00 for testing and consulting contracts. There is also a $165.00 switch from salaries to benefits due to a correction from 2013-55. Also a $250,000.00 (amended) transfer in Mayors Court which is for court receipts and disbursements which is greater than anticipated. Those fees will be collected from the people who appear in court. So a total of $402,873 is being moved around with this Ordinance. A motion was made by Councilman Barker to recommend approval of 2013-89 as amended and with suspension. The motion was seconded by Councilman Schumann and the vote was 3-0 to recommend approval of Ordinance 2013-89 with suspension. Councilman Barker noted that the budget is like a living organism and needs to be adjusted throughout the year. This Ordinance was discussed line by line and the request for suspension was approved by committee and hopefully will be passed tonight. 2
