Council Minutes of 10-15-2013 <br /> • No report. <br /> Councilman Barker, Chairman of the Finance Committee: <br /> The Finance Committee met on Tuesday October 8, 2013 at 7:00 p.m. Present were <br /> committee members Barker, Schumann and Kearney; Council President Jones; Council <br /> members Brossard, Orlowski Williamson and Smith; Law Director Gareau, Finance <br /> Director Copfer, Clerk of Council Marie Gallo and the Network Administrator. <br /> • Discussed first was Resolution 2013-87 which is a Resolution directing the Fiscal <br /> Officer of Cuyahoga County to pay to the City of North Olmsted, Ohio, during <br /> the year 2014, all money due and owing said city from any collection source. <br /> This is an annual resolution asking the County to pay the city all monies collected <br /> by them. With little discussion a motion was made by Councilman Barker to <br /> recommend approval to Council with suspension. The motion was seconded by <br /> Councilman Schumann and vote was 3-0 to recommend approval of Resolution <br /> 2013-87 with suspension. <br /> • Discussed next was Ordinance 2013-89 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2013, and declaring an <br /> emergency, as amended. Dept of Finance $2500.00(amended) for additional part <br /> time clerk coverage; Division of IT $2000.00 for IT promotions; in the General <br /> Fund $2045.08 converting a portion of amount to Federal Grants Fund 2012 to a <br /> transfer because some expenses weren't fully reimbursed by the Energy <br /> Efficiency Grant; $149,273.00 (amended) in casualty loss for repairs of the Senior <br /> `taw Center which will be reimbursed by the contractor; $2,272.72 additional money <br /> granted by the county for the Diversion Program; in Recreation, $35,000 for the <br /> expansion in the gymnastics program due to greater participation; <br /> $1500.00(amended) increased benefits; $3,000.00(amended) for playground <br /> replacement due to not being to code; $13,500.00(amended) for RECTRAC <br /> module so that residents can do in line registration and $11,300.00(amended) for <br /> an ice edger and Zamboni conditioner. In Federal Emergency Grant a <br /> $3600.00(amended) transfer out to solid waste for reimbursement for waste <br /> grinding during Super Storm Sandy. In Fair Housing $1583.00 for a part time <br /> Law Clerk and $17500.00 for testing and consulting contracts. There is also a <br /> $165.00 switch from salaries to benefits due to a correction from 2013-55. Also a <br /> $250,000.00 (amended) transfer in Mayors Court which is for court receipts and <br /> disbursements which is greater than anticipated. Those fees will be collected <br /> from the people who appear in court. So a total of $402,873 is being moved <br /> around with this Ordinance. A motion was made by Councilman Barker to <br /> recommend approval of 2013-89 as amended and with suspension. The motion <br /> was seconded by Councilman Schumann and the vote was 3-0 to recommend <br /> approval of Ordinance 2013-89 with suspension. Councilman Barker noted that <br /> the budget is like a living organism and needs to be adjusted throughout the year. <br /> This Ordinance was discussed line by line and the request for suspension was <br /> approved by committee and hopefully will be passed tonight. <br /> 2 <br />
