Council Minutes of 12-17-2013 <br /> bridge, renovation of the Ballroom and bandstand entrance and the refinished Ballroom <br /> floor. It was discussed that if it were not for the updates made to the greens this year, the <br /> city had earned an estimated $100,000 in additional revenue because there were about 30 <br /> days the course would have been closed due to rain. Betsy Drenski, Recreation <br /> Commissioner, and Architect Jeff Grusenmeyer presented to Council the fitness center <br /> project. The reviewed the updated design and projected costs of the project. Council <br /> heard from WWTP Superintendent, Brian Blum, who updated Council on the positive <br /> benefits to the residents regarding the new catch basins that were installed on the east end <br /> of the city and the number of times the city has used the pumps on the streets when there <br /> had been major rain events. This year, the city did not have to use the pumps on the <br /> streets at all on the east side. The west side of the city will be evaluated. The meeting <br /> was adjourned at 9:05 p.m. <br /> Councilman Barker, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday December 10, 2013 at 9:05 p.m. Present were <br /> committee members Barker, Kearney & Schumann; Council President Jones; Council <br /> members Brossard, Orlowski, Limpert and Willliamson; Mayor Kennedy, Finance <br /> Director Copfer and Law Director Gareau and Planning/Development Director Wenger. <br /> Ordinances 2013-107 and 108 were reported out at the special Council meeting that <br /> evening at 9:30 p.m. <br /> • Discussed was 2013-109 which is An Ordinance to revise the Codified <br /> Ordinances by adopting current replacement pages, and declaring an emergency. <br /> This is an annual procedure for hard copies and updates are done quarterly on the <br /> web. The cost will be approximately $7,000.00. Councilman Barker made a <br /> motion to recommend approval which was seconded by Councilman Schumann, <br /> and the committee voted 3-0 to recommend approval of 2013-109. This will be <br /> suspended this evening as this process has to be completed by the end of the year. <br /> • Discussed next was Ordinance 2013-106 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2013, and declaring an <br /> emergency. Many of the transfers in this Ordinance are for salaries and pension <br /> catch up, also $4,207.00 for software renewal license, $8992.40 for bank fees at <br /> Springvale (not enough was budgeted originally which means more money was <br /> spent at Springvale which is a good thing) and $3,500.00 for swimming pool <br /> sewer refunds. Copfer said that there will be an amendment to this Ordinance <br /> coming up at the Council meeting on December 17, 2013. Because of time <br /> constraints due to the special Council meeting, Councilman Barker made a motion <br /> to hold 2013-106 in committee which was seconded by Councilman Kearney. <br /> The committee voted 3-0 to hold Ordinance 2013-106 in committee. The meeting <br /> was adjourned at 9:14 p.m. <br /> The Finance committee met again on December 17, 2013 at 7:00 p.m. Present were <br /> committee members Barker, Kearney & Schumann; Council President Jones; Council <br /> members Brossard, Orlowski and Limpert; Mayor Kennedy and Finance Director Copfer. <br /> • Ordinance 2013-106 was reopened and discussed was the transfer of $43,000.00 <br /> '■1111"'' for the purchase of police radios as well as close to $8,000.00 for salaries and <br /> 3 <br />
