Council Minutes of 12-03-2013 Director of Law Gareau: • No report. Director of Finance Copfer: • The Finance Dept. has been busy ensuring that 2013 ends with no budget violations. They have begun to work on the 2014 appropriations with the Mayor and his Administration. • They developed the process of testing salary projections through Munis. This will alleviate a lot of manual calculation and manipulation of wages and benefits for each division in the city. • The Bond anticipation Notes before Council this evening are for the Recreation Center improvements and a street culvert. No monies are being borrowed to do street improvements, so the only monies there are for the culvert. • She thanked part-time employee, Diana Balasko, for donating a Christmas tree to display in the City Hall lobby. She thanked her Secretary, Donna Murphy, for decorating the tree and lobby. Council President Jones, Chairwoman of the Committee of the Whole: The Committee of the Whole met Tuesday December 3, 2013 at 7:00 p.m. to discuss temporary committee vacancy assignments as Councilman Limpert was sworn in last week and needed to be assigned to committees. Present were Council members Barker, Brossard, Kearney, Limpert, Orlowski and Schumann; Council President Jones; Councilwoman-Elect Hemann and guests. A motion was made by Councilman Barker to assign Councilman Limpert to the committee assignments held by former Councilman Smith. The motion was seconded by Councilman Schumann and passed 6-0. Councilman Limpert will now serve as Chairman of the BZD Committee, Vice-Chairman of the Public Safety Committee and on the Environmental Control Committee. The meeting was adjourned at 6:59 p.m. Council President Jones read an affidavit for Councilman Limpert (attached). Councilman Barker, Chairman of the Finance Committee: The Finance Committee met on Tuesday November 26, 2013 at 7:00 p.m. Present were committee members Barker and Kearney; Council President Jones; Council members Brossard, Limpert, Orlowski and Williamson; Finance Director Copfer. • Discussed was Ordinance 2013-102 which is an Ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2014, and declaring an emergency. (Worksheet is attached). The committee voted 2-0 to recommend approval of Ordinance 2013-102. The meeting was adjourned at 7:09 p.m. Councilman Barker took a moment of personal privilege to announce that the next NOCCA meeting will be Thursday December 5, 2013 at 6:30 p.m. at the Embassy Suites in Independence. The discussion will cover the best practices for sharing city services throughout Cuyahoga County. 2
