Council Minutes of 12-03-2013 <br /> Councilman Limpert, Vice-Chairman of the Public Safety, Health & Welfare Committee: <br /> The Public Safety, Health & Welfare Committee met this evening, December 3, 2013 at <br /> 7:01 p.m. Present were committee members Limpert and Schumann; Council President <br /> Jones; Council members Barker, Brossard, Kearney and Orlowski; and Mayor Kennedy. <br /> • Public Safety Chairwoman Williamson was ill and unable to attend the committee <br /> meeting. She has information she would like to present and discuss regarding <br /> Ordinances 2013-72 and 2013-98. Therefore, a motion was made by Councilman <br /> Limpert to hold Ordinance 2013-72 and Ordinance 2013-98 in committee. The <br /> motion was seconded by Councilman Schumann and the committee voted 2-0 to <br /> hold both Ordinances in committee. <br /> • Discussed next was Resolution 2013-104 which is a Resolution authorizing the <br /> Mayor to enter into a contract with the Cuyahoga County General Health District <br /> for the year 2014, and declaring an emergency. Suspension was requested as the <br /> contract is due December 31, 2013. The City of North Olmsted contracts with the <br /> Cuyahoga County Board of Health for services including but not limited to <br /> immunizations, health education, disease prevention, children and family health <br /> services, tobacco use reduction and exposure prevention, food safety and <br /> mosquito control. The contract amount is $128,255 which includes a 2% increase <br /> from last year's contract. The city is required by the State of Ohio to provide <br /> health services through a city health district or by contracting this out. The cost of <br /> the contract is far less and makes more financial sense than the city creating and <br /> staffing a health department. A motion was made by Councilman Limpert to <br /> recommend approval of Resolution 2013-104 with suspension. The motion was <br /> seconded by Councilman Schumann, and the committee voted 2-0 to recommend <br /> approval of Resolution 2013-104 with suspension. The meeting was adjourned at <br /> 7:07 p.m. <br /> AUDIENCE PARTICIPATION <br /> Alex Rychlik, 27900 North Park Drive commented about the swimming pool at the <br /> Recreation Center. He said a group of people go to the Recreation Center around 9am to <br /> work out in the pool for about two hours. They talked to the employee that maintains the <br /> heat in the swimming pool because the pool is very cold in the morning. The swim team <br /> uses the pool around 6am. The heat isn't turned on until 9am. He requested that the <br /> swim team can possibly turn up the heat after they leave in the morning so it's a more <br /> comfortable temperature. Mayor Kennedy said he will look into this. <br /> Dennis Lambert, 25057 Carey Lane said there was another traffic accident on his street <br /> over the weekend. People want to use Carey Lane as a cut through. This is the second <br /> accident on his street this year. He said the city has an outstanding Police Dept. and Fire <br /> Dept. They were there very quickly. The police officers stayed after the accident and <br /> secured the wires that were down. He commended North Olmsted employees because <br /> when he was in Rocky River, he witnessed a man fall in a parking lot due to what he <br /> thought was a seizure. It took almost 18 minutes for an EMS vehicle to come from 210 <br /> and Hilliard to 218 and Center Ridge Road in Rocky River. A police car came within 5 <br /> or 6 minutes and another came within 3 minutes. Fortunately the gentleman pulled <br /> 3 <br />
