Council Minutes of 04 -15 -2014 LEGISLATION Ordinance 2014 -23 introduced by Mayor Kennedy was given its third reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2014, and declaring an emergency. Councilman Kearney moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Ordinance 2014 -23 adopted 7 -0. Resolution 2014 -25 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Public Service to advertise for bids for the purchase of bulk treated rock salt for ice and snow removal operations as detailed in specifications on file and further authorizing the Mayor to enter into a contract with the lowest and best bidder, after Board of Control approval. Ordinance 2014 -27 introduced by Mayor Kennedy was given its second reading. An Ordinance accepting a deed from Dale Fowles, Executor of the estates of Arthur O. Fowles and Jean Fowles, both deceased, donating land to the City of North Olmsted. Ordinance 2014 -28 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending the Traffic Control File of the City of North Olmsted to provide for the removal of all overhead turning lane signage and simultaneous replacement of same with roadside pole signage on Lorain Road in the City of North Olmsted and declaring an emergency. Resolution 2014 -29 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to advertise for bids for the award of a contract to purchase and install exercise equipment at the North Olmsted Recreation Center in order to provide exercise facilities for the new fitness area and authorizing the Mayor, following approval by the Board of Control, to enter into a contract with the lowest and best bidder, and declaring an emergency. Councilman Brossard made a motion to suspend the rules requiring three readings and formal committee review as this was discussed during Caucus. An Ordinance amending the rates of compensation for various administrative and legislative personnel for the year 2014 to increase the salary range for support personnel (part - time /seasonal) for Human Resources, Office of the Director and Division of Information Technology, and Department of Planning and Development, Office of the Director and Division of Building (Sections 5A, 513, 6A and 613) for 2014; and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the year 2014, and declaring an emergency.
