Council Minutes of 04 -15 -2014 <br />Director Copfer is they pay the bill and he was informed that the bill is quarterly. Until <br />these lights get repaired, the city doesn't pay the bill. He doesn't see why the city is <br />sending them a check for street lights if they cannot fulfill their commitment of ten days <br />to repair the lights. Mayor Kennedy said Director Glauner is on top of this. It's <br />frustrating for him as well. The long -term solution is — and it's something that they are <br />working on — taking over that issue from First Energy. It's a long process. The city <br />wastes enough time identifying the street lights that need repairs. The idea is to change <br />them to LED lights. There's a lot of money that the city gets charged for maintaining <br />those posts. Lambert asked if the city pays a per diem every time they come out to repair <br />a light. Mayor Kennedy said that's included in the price. Lambert said that's what he <br />thought. Mayor Kennedy said it's something long -term the city is working on that's not <br />going to happen quick enough for him —just like dealing with any monopoly, whether it <br />be First Energy or the Postal Service. Lambert suggested the city withhold the next <br />quarterly payment until the lights are repaired. When CEI failed to provide the service in <br />two days and former Law Director Dubelko took legal action, CEI turned tail. Perhaps <br />the city's Law Director needs to take a look at the city's obligations to them under <br />contract. Regarding the Recreation Center, he said his two favorite pieces of workout <br />equipment he prefers are a snow shovel and a lawn mower. Councilman Barker <br />addressed an issue that Lambert brought up at a prior Council meeting regarding the <br />aerial truck the city is purchasing. He said Lambert made some comments and <br />suggestions and criticisms on what Council, Finance and the Administration did. He <br />looked into the issue since then, and the truck that was sold from the W WTP was a 2001 <br />semi tractor trailer and sold for $38,000. The truck had over 200,000 miles on it, had <br />rusted floorboards and could not have been fitted for an Aerial truck. This year, $25,000 <br />of that $38,000 was used to purchase a dump truck from the city of Brook Park that is <br />almost in new condition. The last dump truck that was sold was in May of 2013 for <br />$8,760. It was a 1995 GMC and it had an 8 foot body frame which was rusted out. The <br />new Aerial truck requires an 11.5 foot frame. He trying to straighten Lambert out <br />because Lambert comes up to speak at least every other Council meeting and criticize <br />Council and the Administration for things he feels should be done his way but never <br />always have facts straight. Lambert said it would be nice for Councilman Barker to have <br />this information before the vote. This is dereliction of duty. <br />Gary Porter, 5155 Dover Center Road and is a member of the Olmsted Historical Society <br />and Chairman of the Historical Cemeteries Committee. In 2011, he volunteered to <br />digitize and create a database on Butternut Ridge and Coe cemeteries. He gave Council <br />historical information regarding several people that are buried in the cemeteries such as <br />war veteran and descendants of influential people. He reviewed many cemetery <br />improvements such as raising and resetting headstones, etc. Albert (last name not <br />audible) was introduced by Porter and he works with local roofing company, Franciscus <br />roofing. He announced that his company is donating a new roof on the crypt at Butternut <br />Ridge Cemetery. Council President Jones thanked Porter for his community service and <br />hopes he informs the city when the new roof is on so they can see it. Councilwoman <br />Hemann thanked Porter on behalf of the VFW and Ladies auxiliary. They placed the <br />flags at the cemeteries last year, and Porter's placement of the flag holders makes the job <br />much easier. She will talk to him about a fundraiser after the Council meeting. Porter <br />thanked Councilwoman Hemann. <br />rd <br />
