Council Minutes of 04 -15 -2014 <br />• January and February month -end summary and detail reports were e- mailed to <br />Council today. Note, if you're comparing to the prior year, that there were three <br />pays in January this year and only two last year. So, expenditures are much larger <br />this year than last year at this time because of that extra pay. <br />Council President Jones, Chairwoman of the Committee of the Whole: <br />The Committee of the Whole met Tuesday April 15, 2014 at 7:00 p.m. Present were all <br />members of Council, Mayor Kennedy, Law Director Gareau, Safety /Service Director <br />Glauner and guests: <br />• Discussed was Ordinance 2014 -27 which is an Ordinance accepting a deed from <br />Dale Fowles, Executor of the estates of Arthur O. Fowles and Jean Fowles, both <br />deceased, donating land to the City of North Olmsted. This parcel is adjacent to <br />the Oxcart Pantry on Butternut Ridge Road to the right of the driveway. The city <br />was pleased to be approached by the estate in this area so as to accumulate a <br />slightly larger lot size in this area as the city hopes to increase the public purpose <br />of this land. There is no current maintenance needed on this parcel of land. There <br />are no restrictions for use on the deed. The property has been surveyed, and there <br />are no outstanding liens on the property and all taxes have been paid. President <br />Jones made a motion to recommend approval of Ordinance 2014 -27. The motion <br />was seconded by Councilman Schumann and the committee voted 7 -0 to <br />recommend approval of Ordinance 2014 -27. The meeting was adjourned at 7:09 <br />p.m. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday April 15, 2014 at 6:50 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard and <br />Hemann; Mayor Kennedy Safety /Service Director Glauner and Law Director Gareau. <br />• Discussed was Resolution 2014 -25 which is a Resolution authorizing the Director <br />of Public Service to advertise for bids for the purchase of bulk treated rock salt for <br />ice and snow removal operations as detailed in specifications on file and further <br />authorizing the Mayor to enter into a contract with the lowest and best bidder, <br />after Board of Control approval. In 2012 — the last time the city priced salt — <br />Cargill was the lowest bidder at $12 less a ton. The city entered into a two -year <br />contract with them and they kept the city supplied with salt through that last, long <br />winter. The city is hoping that will be the case this time around. The committee <br />voted 3 -0 to recommend approval of Resolution 2014 -25. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said they have an issue with a street light at 25001 <br />Carey Lane. That light also lights their American Flag. There are two lights that light <br />the flag and this one has been out for some time. He brought this light to the attention of <br />Mayor Kennedy at the beginning of the year. He was asked to get an address and he <br />doesn't believe he got back to the Mayor with the address. Since then, Director Glauner <br />has followed up with him as well as his assistant, Renee. As of last night, the light is still <br />out. He is impatient with providers like the Illuminating Company. He suggested to <br />3 <br />
