Council Minutes of 04 -15 -2014
requests from employees throughout the city asking if they could contribute some
of their sick time to Jack Justice if needed. Within 24 hours of informing
employees that they could contribute, they received a donation capped off at 500
hours.
Director of Law Gareau:
• He reminded the Mayor that there will also be another fundraiser for Jack Justice,
Help a Brother Out, Friday May 9, 2014 at 6:00 p.m. at St. Clarence Church. The
event is sold out and there is a waiting list, but donations can be made directly to
the credit union.
• Last Friday, the city participated in the first day of hearings on former police
officer, Chris Fox's, termination for pattern sick leave abuse. Additional dates
will be selected for the hearings. The city has undertaken its first day of officer
Bielozer's termination hearing. That will also be rescheduled for additional dates
because it will take some period of time.
• Last year he advised Council that special counsel was hired to serve as special
prosecutors for two individuals due to the appearance of a potential conflict of
interest. One case involved former Councilman Mahoney who was a complaining
party witness and the second case involved police officer, Chris Fox, who was
charged with underage consumption of alcohol at a party that took place at his
home on New Year's Eve. The first case involving Jeff Stofko was resolved last
week. The defendant entered a no contest plea. This is a diversion -type outcome;
if the conditions are satisfied and no further infractions occur, then the case can be
dismissed outright after a period of six months. The second case is scheduled for
trial on May 17, 2014 before Judge Fitzsimmons. That case has thirty -one
separate counts of underage possession of alcohol by a minor.
• Regarding property maintenance, there is 1 sentence imposed, 5 convictions
pending sentencing, 4 open cases subject to conviction, 1 complaint authorized
for filing, 7 additional complaints referred to the Law Dept. and 6 complaints with
unresolved issues outstanding. The weather is getting warmer, so feel free to be
proactive on turning in property maintenance violations.
• The Hazardous Waste Roundup is underway at City Hall.
Councilman Barker asked what the process is once a property maintenance case is turned
over to the Law Dept. Gareau said they try to get compliance from the property owner
before it goes to court. They try to reach out to the property owner via letter, phone, etc.
to try to get compliance before proceeding with charges as a last resort. Councilman
Barker asked if they have a list of "repeat offenders ". Gareau said they typically know
who they are.
Director of Finance Copfer:
• There is a problem with the RITA (Regional Income Tax Agency) website
crashing. If residents ask, direct them to the city website to print the form 37 out
and complete the form and mail the old fashioned way with their payments and
necessary attachments. RITA has issued a press release noting that they have
extended the filing deadline until April 21 at midnight so that no penalties will be
assessed if you file by then.
2
