sales. 171.04 HOUSING OFFICER DESIGNATED. To administer and implement the provisions of this chapter, the Director of Public Safety or his designee is designated as the Housing Officer within the meaning of Ohio R.C. 3735.66(A) pursuant to Ohio R.C. 3735.66. Such Housing Officer shall perform the duties and responsibilities as set forth in the Act and this chapter. 171.05 NORTH OLMSTED HOUSING COUNCIL ESTABLISHED. Pursuant to Ohio R.C. 3735.69, there is hereby established the North Olmsted Housing Council to act as the Community Reinvestment Area Housing Council. The Council shall be composed of seven members who shall be appointed as follows: two members shall be appointed by the Mayor; two members shall be appointed by the Council; one member shall be appointed by the Planning and Design Commission; and two additional members shall be appointed by a majority of the aforementioned members. All members of the Council shall be residents of the City. The terms of the members shall be three years. An unexpired term resulting from a vacancy shall be filled in the same manner as the initial appointment was made. The Council shall perform the duties and responsibilities as set forth in the Act. 171.06 APPLICATIONS FOR EXEMPTION; PROCEDURE. (a) Every application for exemption from real property taxation shall be made to the Housing Officer. If the application involves the remodeling of a single family or two family house, then the Housing Officer shall process the application in strict accordance with the provisions of Ohio R.C. 3735.65 et seq. as applicable to pre -1994 CRAs. If the application involves the remodeling of residential property containing more than two units, or the construction or remodeling of commercial or industrial property, excluding properties primarily used in making retail sales, then the Housing Officer shall immediately forward such application
