Council Minutes of 06 -17 -2014 <br />The Intra - Governmental Relations Committee met Tuesday June 17, 2014 at 7:00 p.m. <br />Present were committee members Hemann and Limpert; Council members Barker, <br />Brossard and Schumann; Mayor Kennedy, Safety /Service Director Glauner and <br />Planning /Development Director Wenger. <br />• The committee met for the purpose of interviewing Mayor Kennedy's <br />appointment of Robert A. Papotto to the Board of Zoning Appeals for the <br />unexpired term January 1, 2010 through December 31, 2014. Mr. Papotto <br />previously served on the Board of Building Code Appeals and is currently under- <br />utilized on that committee. The committee voted 2 -0 to recommend the <br />appointment of Mr. Papotto to the Board of Zoning Appeals. <br />Councilwoman Hemann made a motion to approve the Mayor's appointment of Robert <br />A. Papotto to the Board of Zoning Appeals for the unexpired term January 1, 2010 <br />through December 31, 2014. The motion was seconded by Councilman Limpert and <br />passed unanimously. Appointment of Robert A. Papotto to the Board of Zoning Appeals <br />for the unexpired term January 1, 2010 through December 31, 2014 approved 7 -0. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said this is an extension of a comment he made at the <br />last meeting regarding the contract that was passed under suspension to lease /purchase a <br />lawnmower at Springvale. He reviewed this, and it says the city can buy the lawnmower <br />for a $1 at the end of the four year lease. The $1 has to be paid within a certain period of <br />time or the lawnmower is forfeited. Lambert cautioned if someone misses paying that $1 <br />on time, the city is out a $40,000 lawnmower. <br />Mark Mahoney, 26808 Fairfax Lane commented on a prosecution that was recently <br />completed involving former police officer, Dan Fox. He knows the special prosecutor on <br />this case, Mark Schneider, from when they worked at the County Prosecutor's Office <br />years ago. Fox plead no contest and was convicted of whatever charges he faced. <br />Mahoney pointed out to Gareau and to Council that Mark Schneider's work effort should <br />be noted if a need for a special prosecutor should ever arise again. Mahoney referenced <br />an issue regarding his development, Sandy Ridge. On Friday, a resident in his <br />development was charged with deer feeding. He reported this incident back in March <br />and now it's June. That's three months of police investigation for a relatively simple <br />case. He does not know what the delay was regarding this issue. He asked Gareau what <br />took so long regarding the misdemeanor process? Gareau said he cannot speak to as why <br />that took so long. They previously tried a case with Mr. Stofko and this particular deer <br />feeding issue, and he was acquitted. As a result of that acquittal, that Ordinance was <br />revised so that this particular problem would not happen again in the future. The city <br />wants to make sure cases are thoroughly researched, investigated and prosecuted. <br />Mahoney pointed out other charges that have been brought against Mr. Stofko. Mahoney <br />said he has no doubt that the case will be properly prosecuted. Gareau said he does not <br />know if the charges Mahoney mentioned have been filed at this point in time. <br />LEGISLATION <br />4 <br />
