Council Minutes of 06 -03 -2014 <br />Resolution 2014 -45 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to make application for, and enter into a lease with, <br />Allstate Capital for the purpose of supplying fitness equipment for the Recreation Center, <br />and declaring an emergency. <br />Resolution 2014 -46 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 2015, and submitting the same to the County Auditor, <br />and declaring an emergency. <br />Resolution 2014 -47 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a lease agreement with Everbank <br />Commercial Finance for the purpose of acquiring a Jacobsen Eclipse 322 Hybrid Greens <br />Mower from Baker Vehicle Systems, Inc. and declaring an emergency. Councilman <br />Kearney made a motion to suspend the rules requiring three readings and formal <br />committee review due to the timing of this legislation. The motion was seconded by <br />Councilman Schumann and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane said the city is looking at just under $40,000 to lease <br />this. He said this entire deal looks like it's cloaked in secrecy because Council is asked to <br />approve a lease agreement but they are supposed to be keepers of the public trust. There <br />are questions going unanswered tonight like is Baker Vehicle Systems the only company <br />that handle this lawnmower? Is almost $40,000 with nothing in return at the end of 4 <br />years the best deal? Mayor Kennedy said this was discussed with Council, and at the end <br />of the 4 years the city will own the mower. Copfer said this was discussed during budget <br />hearings, and there was talk about buying the mower vs. leasing it. Springvale's budget <br />is such that it works better for them to lease it and pay for it over 4 years. The financing <br />company is paying through the state bid list and the city is getting a lease and will own <br />the mower at the end of the lease. <br />Councilman Kearney moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Resolution 2014 -47 adopted 7 -0. <br />MISCELLANEOUS BUSINESS <br />Councilman Kearney scheduled a Finance Committee meeting for Tuesday June 10, 2014 <br />at 7:00 p.m. to discuss Ordinance 2014 -43 and Resolution 2014 -46. The Finance <br />Director is asked to attend. <br />Councilman Brossard scheduled a Recreation, Public Parks & Buildings Committee <br />meeting for Tuesday June 10, 2014 at 7:30 p.m. to discuss Resolution 2014 -45. The <br />Mayor is asked to attend. <br />Councilman Barker scheduled a Public Safety, Health & Welfare Committee meeting for <br />Tuesday June 10, 2014 at 7:40 p.m. to discuss a liquor permit. <br />1 <br />
