Ordinance 2014 -35 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 537.17 of Chapter 537 of the General Offenses Code entitled "Criminal Child Enticement" in order to clarify prohibited conduct, and declaring an emergency. Councilman Barker moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2014 -35 adopted 7 -0. Ordinance 2014 -37 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Sections 1363.105 and 1363.107 of Chapter 1363 of the Real Property Maintenance Code entitled "Violations" and "Minor Nuisances" in order to provide for minor misdemeanor citations and penalties for unabated minor nuisances, and declaring an emergency, as amended. Councilman Schumann made a motion to suspend the rules as this legislation was discussed in committee. The motion was seconded by Councilwoman Williamson. Roll Call: Schumann, yes; Williamson, yes; Brossard, yes; Limpert, no; Barker, yes; Kearney, yes; Hemann, yes. Suspension passes 6 -1. Councilman Schumann moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2014 -37 adopted 7 -0. Resolution 2014 -40 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Mayor to accept a donation of labor and equipment from Franciscus Incorporated to replace the roof on the crypt at the Butternut Ridge Cemetery, and declaring an emergency. Resolution 2014 -41 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Mayor to enter into an agreement with the North Olmsted City School District to provide for funding of the School Resource Officer (SRO) for fiscal year 2014-15. Ordinance 2014 -43 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending the rates of compensation for various administrative and legislative personnel for the year 2014 to create a part-time Assistant Finance Director position (Section 3A) and to allow non - bargaining employees to sell back up to 40 hours of earned, unused vacation for 2014 only (Section 15); and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the year 2014, and declaring an emergency. Resolution 2014 -44 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a contract with Westshore Communications to purchase audio /visual and communication equipment as part of the improvement project at the North Olmsted Recreation Center, and declaring an emergency. Councilman Brossard made a motion to suspend the rules requiring three readings and formal committee review due to an issue of timing. The motion was seconded by Councilwoman Hemann and passed unanimously. Councilman Brossard moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously.
