Council Minutes of 06 -03 -2014 an emergency, as amended. This deals with the warning and citation of minor nuisances, which was eliminated a couple years ago. The committee voted 3 -0 to recommend approval of Ordinance 2014 -37. An amendment was made to clarify that the fine be "per violation ". Councilman Schumann made a motion to amend Ordinance 2014 -37 as discussed in committee. The motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2014 -37 amended. Discussed last was Resolution 2014 -40 which is a Resolution authorizing the Mayor to accept a donation of labor and equipment from Franciscus Incorporated to replace the roof on the crypt at the Butternut Ridge Cemetery, and declaring an emergency. Resident Gary Porter approached Franciscus about replacing the roof and announced the donation at the April 15`h Council meeting. The committee voted 3 -0 to recommend approval of Resolution 2014 -40. AUDIENCE PARTICIPATION Andre Potichny, 4774 Bailey Road said he has letters for the Mayor that he will give him. He asked the Mayor if he remembers talking about a water line problem on Bailey Road. He said Nan Baker called the Mayor and then the Mayor called him. Potichny said former Councilman, Larry Orlowski, said he brought up the water line twice once to Mayor Kennedy and another time to the former Mayor. Potichny gave the Mayor and Councilwoman Hemann correspondence regarding the water line. He requested a meeting with the Mayor, and Mayor Kennedy said that would be fine. Potichny said Orlowski told him that if he gets voted in the next time, he would have more "pull" regarding this issue. Potichny explained that there was a recommendation that the water lines be replaced. Last year there were 4 breaks within two months. Potichny requested a copy of the recording of this Council meeting so that he can give it to Orlowski. Gareau asked Potichny who he has tried to meet with from the Administration. Potichny said he tried to meet with Wenger, and her secretary told him she was in a meeting and she makes her own appointments. He had talked to former Safety /Service Director, Scott Thomas. Mayor Kennedy reminded Potichny that he will meet with him regarding this issue. Margaret Quinn, 4036 Brendan Lane requested permission to approach the bench and speak without a microphone. Council President Jones explained that the Council meeting is a public meeting and the meetings are recorded per Ohio law. Gareau said if the matter is sensitive and Quinn wishes not to disclose it publicly, she can speak with a member of Council after the meeting as long as she does not meet with the entire body of Council. LEGISLATION Ordinance 2014 -31 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 161.01 of the Codified Ordinances of the City of North Olmsted entitled "Employees Generally" for the purpose of acknowledging and accepting, upon hire, employee sick time accrued with another governmental agency and further establishing an additional restriction for payout of sick leave upon death, 3
