Council Minutes of 06 -03 -2014 <br />an emergency, as amended. This deals with the warning and citation of minor <br />nuisances, which was eliminated a couple years ago. The committee voted 3 -0 to <br />recommend approval of Ordinance 2014 -37. An amendment was made to clarify <br />that the fine be "per violation ". <br />Councilman Schumann made a motion to amend Ordinance 2014 -37 as discussed in <br />committee. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Ordinance 2014 -37 amended. <br />Discussed last was Resolution 2014 -40 which is a Resolution authorizing the <br />Mayor to accept a donation of labor and equipment from Franciscus Incorporated <br />to replace the roof on the crypt at the Butternut Ridge Cemetery, and declaring an <br />emergency. Resident Gary Porter approached Franciscus about replacing the roof <br />and announced the donation at the April 15`h Council meeting. The committee <br />voted 3 -0 to recommend approval of Resolution 2014 -40. <br />AUDIENCE PARTICIPATION <br />Andre Potichny, 4774 Bailey Road said he has letters for the Mayor that he will give him. <br />He asked the Mayor if he remembers talking about a water line problem on Bailey Road. <br />He said Nan Baker called the Mayor and then the Mayor called him. Potichny said <br />former Councilman, Larry Orlowski, said he brought up the water line twice once to <br />Mayor Kennedy and another time to the former Mayor. Potichny gave the Mayor and <br />Councilwoman Hemann correspondence regarding the water line. He requested a <br />meeting with the Mayor, and Mayor Kennedy said that would be fine. Potichny said <br />Orlowski told him that if he gets voted in the next time, he would have more "pull" <br />regarding this issue. Potichny explained that there was a recommendation that the water <br />lines be replaced. Last year there were 4 breaks within two months. Potichny requested <br />a copy of the recording of this Council meeting so that he can give it to Orlowski. <br />Gareau asked Potichny who he has tried to meet with from the Administration. Potichny <br />said he tried to meet with Wenger, and her secretary told him she was in a meeting and <br />she makes her own appointments. He had talked to former Safety /Service Director, Scott <br />Thomas. Mayor Kennedy reminded Potichny that he will meet with him regarding this <br />issue. <br />Margaret Quinn, 4036 Brendan Lane requested permission to approach the bench and <br />speak without a microphone. Council President Jones explained that the Council meeting <br />is a public meeting and the meetings are recorded per Ohio law. Gareau said if the matter <br />is sensitive and Quinn wishes not to disclose it publicly, she can speak with a member of <br />Council after the meeting as long as she does not meet with the entire body of Council. <br />LEGISLATION <br />Ordinance 2014 -31 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 161.01 of the Codified Ordinances of the City of North <br />Olmsted entitled "Employees Generally" for the purpose of acknowledging and <br />accepting, upon hire, employee sick time accrued with another governmental agency and <br />further establishing an additional restriction for payout of sick leave upon death, <br />3 <br />
