Council Minutes of 06 -03 -2014 <br />unsafe vehicle. There were a total of 8,356 citations that were processed by the <br />Mayor's Court. He commended the court staff and Magistrates. He offered to <br />give Council a more detailed breakdown of cases and charges that were <br />prosecuted in the Court. <br />Director of Finance Copfer: <br />• The March 31, 2014 year to date detail and summary revenue and expenditure <br />reports were E- mailed to Council on May 19. The highlights were the strong <br />income tax collections and the high cost of winter reflected in overtime, salt, fuel <br />and equipment repair and maintenance. <br />• She and Human Resources Director Farver met with the city's health care <br />consultant to discuss cost containment and reduction measures relating to the <br />health care plan. Last year was an extremely high claims year, but the city did not <br />exceed their aggregate stop loss maximum. This year has been more consistent <br />with plan experience and is on target to be lower than last year. <br />• The auditors have been at the city throughout May, and will return in early June. <br />• Work has begun on the CAFR (Comprehensive Annual Financial Report) and the <br />PAFR (Popular Annual Financial Report). <br />• Last week she received the Tax Commissioner's final determination on the TIF <br />parcels. They were deemed exempt from real property tax. This is retroactive to <br />December 12, 2013, so this will be adjusted on a future tax disbursement. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Safety Committee met Tuesday May 27, 2014 at 7:21 p.m. Present were committee <br />members Barker, Williamson and Brossard; Council members Kearney, Limpert and <br />Schumann; Mayor Kennedy, Safety /Service Director Glauner, Human Resources <br />Director Farver and guests. <br />• Discussed was Resolution 2014 -41 which is a Resolution authorizing the Mayor <br />to enter into an agreement with the North Olmsted City School District to provide <br />for funding of the School Resource Officer (SRO) for fiscal year 2014 -15. This is <br />an agreement between the city and the schools where the schools provide the <br />funding for their SRO officer. Councilman Barker made a motion to recommend <br />approval of Resolution 2014 -41. The motion was seconded by Councilwoman <br />Williamson, and the committee voted 3 -0 to recommend approval of Resolution <br />2014 -41. The meeting adjourned at 7:27 p.m. <br />Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday May 27, 2014 at 7:00 p.m. Present were committee <br />members Schumann, Barker and Williamson; Council members Brossard, Kearney and <br />Limpert; Mayor Kennedy, Safety /Service Director Glauner and Planning /Development <br />Director Wenger. <br />• Discussed first was Ordinance 2014 -37 which is an Ordinance amending Sections <br />1363.105 and 1363.107 of Chapter 1363 of the Real Property Maintenance Code <br />entitled "Violations" and "Minor Nuisances" in order to provide for minor <br />misdemeanor citations and penalties for unabated minor nuisances, and declaring <br />2 <br />
