Council Minutes of 08 -19 -2014 <br />• Discussed next was Resolution 2014 -54 which is a Resolution authorizing the <br />Mayor to accept the donation of a Lucas Chest Compression System from <br />University Hospitals for use in the Division of Fire, and declaring an emergency. <br />This is a donation from University Hospitals and is worth about $15,000.00. This <br />will be used by the city's paramedics, which will make for a more constant <br />compression for the patient while the paramedic could be helping with other <br />duties working with that patient. There is no cost to the city, and University <br />Hospitals will provide training as needed. Councilman Barker made a motion to <br />recommend approval of 2014 -54 which was seconded by Councilman Brossard <br />and the vote was 2 -0 to recommend approval of Resolution 2014 -54. <br />• Discussed next was Ordinance 2014 -55 which is an Ordinance amending Section <br />521.11 of the General Offenses Code in order to establish penalties relating to the <br />deposit of snow and ice on the property of another owner without permission to <br />do so. Upon after passing this Ordinance last year, it was realized that the penalty <br />clause was omitted. This means the city could go to a complainant to see the <br />violation but could not cite because there is no penalty. The city is adding words <br />to section 521.11(a) to read "but not be limited to" and adding section (C) which <br />reads "Whoever violates section (a) is guilty of a minor misdemeanor upon a first <br />offense and conviction. Any second or subsequent violation of section (a) shall be <br />a misdemeanor of the fourth degree." A motion was made by Councilman Barker <br />and seconded by Councilman Brossard to recommend approval of 2014 -55. The <br />vote was 2 -0 to recommend approval of Ordinance 2014 -55. <br />• Discussed last were two liquor permits. The first was liquor permit no. <br />72469720005, a transfer is from Red Lobster Hospitality LLC to N and D <br />Restaurants, Inc. located at 25615 Brookpark Road. After review by Sergeant <br />Wagner of the Police Dept. and seeing no issues with the application, Councilman <br />Barker made a motion to not object to liquor permit no. 72469720005. The <br />motion was seconded by Councilman Brossard, and the vote was 2 -0 to not object <br />to this liquor permit. The second was new liquor permit no. 5074278 for Le <br />Grand Orchid Nail & Spa, Inc. DBA Le Grand Orchid Nail & Spa located at 4954 <br />Great Northern Mall Ste 404. After review by Sergeant Wagner of the Police <br />Dept. and seeing no issues with the applicant, Councilman Barker made a motion <br />to recommend to Council to not object to liquor permit no. 5074278. The motion <br />was seconded by Councilman Brossard, and the vote was 2 -0 to not object to this <br />liquor permit. <br />Councilman Barker made a motion to not object to liquor permit transfer no. <br />72469720005 Red Lobster Hospitality LLC to N and D Restaurants, Inc. located at 25615 <br />Brookpark Road.
