Council Minutes of 08 -19 -2014 <br />The Finance Committee met Tuesday August 12, 2014 at 7:30 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council President Jones; Council <br />members Brossard, Hemann and Limpert; Mayor Kennedy, Finance Director Copfer, <br />Human Resources Director Farver, Safety /Service Director Glauner, Mayors Court Clerk <br />Cole and Recreation Commissioner Drenski. <br />• Discussed was Ordinance 2014 -50 which is an Ordinance amending the rates of <br />compensation for various administrative and legislative personnel for the year <br />2014 to change the part-time Assistant Clerk of Court position (Section 4B 3) <br />from part-time to full -time; and to otherwise restate the compensation rates and <br />descriptions for various administrative and legislative personnel for the year 2014, <br />and declaring an emergency. Cole explained to the Committee that her <br />department was responsible for $1.2 million last year. The current part-time <br />employee was trained to educate her with the work involved in Mayors Court. <br />Also noted was the second part-time employee had recently resigned. The funds <br />for the employee will come entirely from the Mayors Court fund. The committee <br />voted 3 -0 to recommend approval of Ordinance 2014 -50 with suspension. <br />Councilman Kearney made a motion to amend Ordinance 2014 -50 to add support <br />personnel (Section 4B, 4). The motion was seconded by Councilman Schumann and <br />passed unanimously. Ordinance 2014 -50 amended 6 -0. <br />• Discussed next was Ordinance 2014 -56 which is an Ordinance amending and re- <br />establishing Chapter 131.99 of the Administrative Code, entitled "Composition <br />and Organization of the Office of Mayor" in order to provide for the <br />reorganization of the Division of Parks and Recreation. This Ordinance will give <br />the Recreation Dept. the ability to reorganize staff in preparation for the opening <br />of the new fitness center. The committee voted 3 -0 to recommend approval of <br />Ordinance 2014 -56. <br />Councilman Brossard took a moment of personal privilege to commend Council <br />President Jones as today is her due date. He admires her sense of commitment and duty <br />to her role as Council President. He thanked her. President Jones thanked Councilman <br />Brossard for putting those comments into the record. <br />Councilman Limpert, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday August 12, 2014 at 7:02 p.m. <br />Present were committee members Limpert, Brossard and Hemann; Council President <br />Jones; Council members Barker, Kearney and Schumann; Mayor Kennedy, <br />Safety /Service Director Glauner and guests. <br />• Discussed was Ordinance 2014 -53 which is an Ordinance amending Section <br />941.04 of Chapter 941 of the Streets, Utilities and Public Services Code entitled <br />"Refuse Collection" in order to update standards for collection of recyclable <br />materials. Glauner outlined the change, which notes that occupants of single - <br />family or multi- family residential structures shall place cardboard boxes, <br />newspapers, junk mail, magazines, cereal boxes, glass bottles, jars, steel cans and <br />numbers 1 and 2 through 7 plastics (used to be 1 and 2 only) in the green <br />recycling containers.
