Council Minutes of 08 -05 -2014 <br />• Discussed was Ordinance 2014 -51 which is an Ordinance amending and re- <br />establishing Chapter 171 of the Administrative Code entitled "Community <br />Reinvestment" in order to update the standards and protocols for awarding and <br />managing tax abatement, and declaring an emergency. This Ordinance will <br />amend the rules that were set pre -CRA in 1994. Prior to this Ordinance, the city <br />could not negotiate with companies. Tax abatement would apply to the County, <br />and if they were awarded tax abatement, it would be awarded 100% abatement. <br />Post 1994 CRA, the city can negotiate with companies. The new range will be up <br />to 100% and up to 15 years. Residential will be up to 75% and up to 10 years. <br />Residential will be only for complete tear -downs and rebuilds and new homes. <br />The committee voted 3 -0 to recommend Ordinance 2014 -51 with suspension. <br />Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday August 5, 2014 at 7:00 p.m. Present were committee <br />members Schumann, Barker and Williamson; Council members Brossard, Hemann, <br />Kearney and Limpert; Law Director Gareau, Safety /Service Director Glauner, <br />Planning /Development Director Wenger and Greg Myers. <br />• Discussed was CMS14 -1399 Starwood Mall Entrances. The proposal was to <br />replace two existing entrances at the mall. Councilman Schumann made a motion <br />to recommend approval to Council. The motion was seconded by Councilman <br />Barker, and the committee voted 3 -0 to recommend approval of CMS 14 -1399. <br />Councilman Schumann made a motion to approve CMS14 -1399 Starwood Mall <br />Entrances. The motion was seconded by Councilman Barker and passed unanimously. <br />CMS14 -1399 approved 7 -0. <br />AUDIENCE PARTICIPATION <br />No comments. <br />LEGISLATION <br />Ordinance 2014 -50 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending the rates of compensation for various administrative and legislative <br />personnel for the year 2014 to change the part -time Assistant Clerk of Court position <br />(Section 4B 3) from part -time to full -time; and to otherwise restate the compensation <br />rates and descriptions for various administrative and legislative personnel for the year <br />2014, and declaring an emergency. <br />Ordinance 2014 -51 was introduced and placed on first reading by Mayor Kennedy.
