MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 21, 2014 <br />Present: Council President Pro Tempore Brossard, Council Members Barker, <br />Hemann, Kearney, Limpert, Schumann and Williamson <br />Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, <br />Clerk of Council Gallo, Director of Safety /Service Glauner, <br />Planning /Development Director Wenger and Director of Human <br />Resources Farver <br />Absent: Council President Jones <br />Council President Pro Tempore Brossard called the meeting to order at 8:00 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of October 7, 2014 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading — Resolution 2014 -68, Resolution 2014 -69 and Ordinance <br />2014 -71. <br />REPORTS <br />Mayor Kennedy: <br />• He swore in North Olmsted Firefighter, Matt Peters, as Lieutenant. Lieutenant <br />Peters introduced his family members that were in attendance. He swore newly <br />hired North Olmsted Firefighter, Keith Rush. Firefighter Rush introduced his <br />family members that were in attendance. North Olmsted Fire Chief, Edward <br />Schepp, thanked Council, the Mayor and the Administration for all of their <br />support. <br />Director of Law Gareau: <br />• On October 15`x', he issued a legal opinion concerning the Board of Control and <br />questions with respect to membership, quorum requirements and voting <br />requirements; whether or not an assistant can serve as a "stand -in" for a Director <br />and clarification on quorum as a member serves in both the capacity of Safety <br />Director and Service Director. He submitted his opinion to the Mayor and <br />Directors, and a copy of this opinion has been filed with the Clerk of Council. <br />• Regarding property maintenance, five additional sentences imposed including a <br />repeat of the "pig in the backyard" case, two additional convictions pending <br />sentencing, three open cases subject to conviction, seven complaints authorized <br />and awaiting filing, three complaints referred to the Law Dept. pending <br />
