Council Minutes of 10 -07 -2014 <br />contract with Ciuni & Panichi to provide GAAP conversion assistance services for the <br />preparation of the Comprehensive Annual Financial Report (CAFR) for 2014 and <br />declaring an emergency. <br />Resolution 2014 -72 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into consent and cooperation contracts with the <br />State of Ohio, Department of Transportation, as necessary, on behalf of the City of North <br />Olmsted, to grant authorization for public highway sign replacement on Interstate 480 <br />including the State Route 10 interchange, and declaring an emergency. Councilman <br />Barker made a motion to suspend the rules requiring three readings and formal committee <br />review as this was discussed in Caucus this evening and so that the State of Ohio can start <br />sign replacement as soon as possible. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane asked why the city has to give permission to the <br />State to manage signs that belong to them. Is the city assuming responsibility for signs <br />the city never had? Gareau stated that this request came from the State of Ohio. Section <br />2 of the Resolution specifically references that the city will bear the cost of any additional <br />improvements besides the construction of the sign. There is additional language keeping <br />the municipal right -of -way free and clear which the city does anyway. In his opinion, the <br />city is not assuming any future responsibility of this signage. <br />Councilman Barker moved for adoption. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Resolution 2014 -72 adopted 7 -0. <br />Resolution 2014 -73 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Public Safety to advertise for bids for the award of <br />a contract to purchase self - contained breathing apparatus for the North Olmsted Fire <br />Department, as detailed in the specifications on file, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder, and declaring an emergency. Councilman Barker made a motion to suspend <br />the rules requiring three readings and formal committee review as this was discussed in <br />Caucus this evening and was also discussed during the 2014 budget hearings at the <br />beginning of the year. The motion was seconded by Councilwoman Williamson and <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Councilwoman Williamson and passed unanimously. Resolution 2014 -73 adopted 7- <br />0. <br />MISCELLANEOUS BUSINESS <br />Councilman Barker scheduled a Public Safety, Health & Welfare Committee meeting for <br />Tuesday October 14, 2014 at 7:00 p.m. to discuss Resolution 2014 -68 and a liquor <br />permit. The Youth and Family Services Administrator is asked to attend. <br />Councilman Kearney scheduled a Finance Committee meeting for Tuesday October 14, <br />2014 at 7:10 p.m. to discuss Resolution 2014 -69 and Ordinance 2014 -71. The Finance <br />Director is asked to attend. <br />
