Council Minutes of 10 -07 -2014 <br />Ordinance 2014 -65 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2014, and <br />declaring an emergency, as amended. Councilman Kearney made a motion to suspend <br />the rule requiring three readings as this was discussed in committee and needs to be <br />passed in a timely fashion. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Kearney moved for adoption. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance 2014 -65 adopted 7 -0. <br />Ordinance 2014 -66 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance dispensing with a formal RFP process and authorizing the Mayor to enter into <br />an agreement with American Healthways Services, LLC, to provide marketing services <br />related to Recreation Center fitness programs for the City of North Olmsted, and <br />declaring an emergency. Councilman Kearney made a motion to suspend the rule <br />requiring three readings as this was discussed in committee and the Recreation <br />Commissioner would like the new programs in place when the new fitness center opens. <br />The motion was seconded by Councilman Schumann and passed unanimously. <br />Don Pangrac, 23470 Sharon Drive said that since the President of Council does not vote, <br />the vote count is 6 -0, not 7 -0. Gareau clarified that even though Councilman Brossard is <br />acting President (Pro -tem), he still votes as a member of Council. <br />Councilman Kearney moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Ordinance 2014 -66 adopted 7 -0. <br />Ordinance 2014 -67 introduced by Councilman Schumann was given its second reading. <br />An Ordinance amending Sections 1363.302.13 of Chapter 1363 of the Real Property <br />Maintenance Code entitled "Supplemental Regulations for Residential Property" in order <br />to provide standards for maintenance of firewood, as amended. <br />Resolution 2014 -68 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga <br />County Juvenile Court in connection with the Community Diversion Program to address <br />juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an <br />emergency. <br />Resolution 2014 -69 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the Statement of Qualifications "SOQ" process and <br />authorizing the Mayor to enter into a contract with the law firm of Squire Patton Boggs <br />LLP to provide professional services as the city's Bond Counsel, and declaring an <br />emergency. <br />Resolution 2014 -70 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a contract with Diane Tomer for the <br />purpose of engaging her to sell advertising space at the North Olmsted Recreation Center. <br />Ordinance 2014 -71 was introduced and placed on first reading by Mayor Kennedy.
