Council Minutes of I I -18 -2014 <br />Director of Finance Copfer: <br />• The administration is busy working on the 2015 budget. She has been also <br />reviewing the third quarter results and addressing any 2014 budget concerns. A <br />temporary 2015 appropriations will be introduced at the next Council meeting <br />along with the final Transfer Ordinance of the year for 2014. <br />• She hosted a group from the City of Dublin for a site visit to see the Tyler /Munis <br />financial, payroll, and human resource management modules in action last week. <br />This gave them a great opportunity to be with employees who do the same job on <br />a daily basis and to find out how they handle things differently. 1T, Human <br />Resources and Finance picked up some ideas, so it was a very worthwhile <br />meeting. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday November , 2014 at <br />7:25 p.m. Present were committee members Barker and Brossard; Council members <br />Hemann, Kearney and Shumann; Mayor Kennedy, Safety /Service Director Glauner and <br />Law Director Gareau. <br />• Discussed was Ordinance 2014 -75 which is an Ordinance amending Section <br />353.07 of the Traffic Code of the City of North Olmsted entitled "Parking Ticket <br />Procedures" in order to change the misdemeanor classification for fire lane <br />violations from a fourth degree misdemeanor to a minor misdemeanor. Law <br />Director Gareau explained that in discussions with Clerk of Court, Kathi Cole, <br />this involves some revisions to the Traffic Code to coordinate the with Mayors <br />Court. The Fire Lane parking tickets are a fourth degree misdemeanor which <br />brought a heavier fine and jail time if the fine was not paid within 48 hours at the <br />Police Dept. and would require an appearance at Rocky River Municipal Court. <br />Changing this to a minor misdemeanor reduces the fine and requires an <br />appearance in North Olmsted Mayors Court, if necessary, which is easier for the <br />defendant. Councilman Barker made a motion to recommend approval of <br />Ordinance 2014 -75. The motion was seconded by Councilman Brossard, and the <br />committee voted 2 — 0 to recommend approval. The meeting was adjourned at <br />7:31 p.m. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday November 11, 2014 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard and <br />Hemann; Mayor Kennedy and Safety /Service Director Glauner. <br />• Discussed first was Resolution 2014 -76 which is a Resolution approving of and <br />authorizing the Mayor to enter into a Collective Bargaining Agreement ( "CBA ") <br />with the International Association of Fire Fighters ( "IAFF ") Local 1267, for the <br />period January 1, 2015 through December 31, 2017. The Mayor explained that <br />the Administration and Firefighters met and agreed on a contract in only one <br />session with no outside lawyers or mediators. The committee voted 3 — 0 to <br />recommend approval or Resolution 2014 -76. <br />2 <br />
