Council Minutes of I I -18 -2014 Director of Finance Copfer: • The administration is busy working on the 2015 budget. She has been also reviewing the third quarter results and addressing any 2014 budget concerns. A temporary 2015 appropriations will be introduced at the next Council meeting along with the final Transfer Ordinance of the year for 2014. • She hosted a group from the City of Dublin for a site visit to see the Tyler /Munis financial, payroll, and human resource management modules in action last week. This gave them a great opportunity to be with employees who do the same job on a daily basis and to find out how they handle things differently. 1T, Human Resources and Finance picked up some ideas, so it was a very worthwhile meeting. Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: The Public Safety, Health and Welfare Committee met on Tuesday November , 2014 at 7:25 p.m. Present were committee members Barker and Brossard; Council members Hemann, Kearney and Shumann; Mayor Kennedy, Safety /Service Director Glauner and Law Director Gareau. • Discussed was Ordinance 2014 -75 which is an Ordinance amending Section 353.07 of the Traffic Code of the City of North Olmsted entitled "Parking Ticket Procedures" in order to change the misdemeanor classification for fire lane violations from a fourth degree misdemeanor to a minor misdemeanor. Law Director Gareau explained that in discussions with Clerk of Court, Kathi Cole, this involves some revisions to the Traffic Code to coordinate the with Mayors Court. The Fire Lane parking tickets are a fourth degree misdemeanor which brought a heavier fine and jail time if the fine was not paid within 48 hours at the Police Dept. and would require an appearance at Rocky River Municipal Court. Changing this to a minor misdemeanor reduces the fine and requires an appearance in North Olmsted Mayors Court, if necessary, which is easier for the defendant. Councilman Barker made a motion to recommend approval of Ordinance 2014 -75. The motion was seconded by Councilman Brossard, and the committee voted 2 — 0 to recommend approval. The meeting was adjourned at 7:31 p.m. Councilman Kearney, Chairman of the Finance Committee: The Finance Committee met Tuesday November 11, 2014 at 7:00 p.m. Present were committee members Kearney, Schumann and Barker; Council members Brossard and Hemann; Mayor Kennedy and Safety /Service Director Glauner. • Discussed first was Resolution 2014 -76 which is a Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining Agreement ( "CBA ") with the International Association of Fire Fighters ( "IAFF ") Local 1267, for the period January 1, 2015 through December 31, 2017. The Mayor explained that the Administration and Firefighters met and agreed on a contract in only one session with no outside lawyers or mediators. The committee voted 3 — 0 to recommend approval or Resolution 2014 -76. 2
