Council Minutes of l 1 -18 -2014 <br />• Discussed last was Resolution 2014 -78 which is a Resolution authorizing the <br />Director of Public Service to advertise for bids for the purchase of 5,000 tons of <br />stone for various Service Department needs throughout the city as detailed in the <br />specifications on file, further authorizing the Mayor to enter into a contract with <br />the lowest and best bidder(s) to purchase said stone, after Board of Control of <br />Approval. The committee voted 3 — 0 to recommend approval of Resolution <br />2014 -78. <br />Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation Committee met Tuesday November 11, 2014 at 7:16 p.m. Present were <br />committee members Brossard, Kearney and Schumann; Council members Barker and <br />Hemann; Mayor Kennedy, Law Director Gareau, Safety /Service Director Glauner and <br />Recreation Commissioner Drenski. <br />• Discussed was Ordinance 2014 -77 which is an Ordinance authorizing the Mayor <br />to request proposals for plumbing, heating, ventilation and air conditioning <br />preventative maintenance services for the city's Division of Recreation; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into <br />an agreement with the contractor selected in the RFP process. Commissioner <br />Drenski indicated that the Brewer - Garrett contract ends April 2015 and they are <br />getting a head start on this. "Trouble calls ", which are service calls where the <br />company arrives within two hours, have been included into this contract. The <br />Mayor indicated that most of the equipment now at the Recreation Center is new <br />or newer with the exception of the ice rink so maintenance issues should be <br />minimal going forward. Councilman Brossard made a motion to recommend <br />approval of Ordinance 2014 -77 to Council. The motion was seconded by <br />Councilman Kearney, and the committee voted 3 — 0 to recommend approval. <br />The meeting was adjourned at 7:22 p.m. <br />Councilman Brossard reported that the Committee of the Whole met in Council <br />Chambers on Tuesday October 14, 2014 at 7:45 p.m. Present were Council President <br />Pro -tem Brossard; Council members Barker, Hemann, Kearney, Limpert, Schumann and <br />Williamson; Mayor Kennedy and Safety /Service Director Glauner <br />• This was the second Committee of the Whole to discuss Ordinance 2014 -64 <br />which is an Ordinance to amend Section 505.10 of the General Offenses Code of <br />the City of North Olmsted entitled "Hunting Prohibited" to allow the city and <br />private citizens to manage the white- tailed deer population within the City of <br />North Olmsted by way of elevated bow hunting. The first Committee of the <br />Whole took place on Tuesday September 9, 2014. Safety /Service Director <br />Glauner opened the discussion by reiterating the basic details of the Ordinance <br />including deer hunters would be required to complete a hunter safety course from <br />the Ohio Division of Wildlife, hunters would need to receive permission from <br />either the Chief of Police or his designee after considering a variety of safety <br />factors and that hunters would be required to bow hunt from either an elevated <br />structure or a flat roof section of a dwelling to shoot at a downward angle. Also <br />briefly discussed were results of the deer survey that is available to North <br />Olmsted residents as well as city data regarding deer vs. car collisions within <br />North Olmsted.
