Council Minutes of 1 I -18 -2014
displeasure of the Ordinance with some residents also offering alternative
suggestions. About ten residents indicated their approval of the Ordinance, eight
did not agree with the Ordinance and two residents indicated that while they
would like the city to cull deer, they were against the methods in this Ordinance.
The common reasons cited by those in favor of the Ordinance were safety
(specifically motorist safety and Lyme Disease) and to prevent landscape and
garden destruction. Opponents of the Ordinance were concerned about stray
arrows injuring people and /or pets and non - lethal and /or more human methods
should be used first. Councilman Barker made a motion to hold Ordinance 2014-
64 in committee. The motion passed 7 — 0 and the meeting was adjourned at 9:18
p.m.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane referenced the use of street salt in North Olmsted.
He spoke with Director Glauner, and Lambert was assured that the city has plenty of salt
and was able to purchase the salt before the price increase. Lambert said he believes in
conserving salt on the streets. You need salt on the main and secondary main streets. On
small streets like his, the use of salt should be very restricted for reasons of cost and
ecology. Lambert mentioned that there is a story on cleveland.com regarding Geoff
Westerfield of the Ohio Division of Wildlife citing that it is the municipalities'
responsibility to manage the deer population although Lambert pointed out that the State
regulates hunting. He stated that the city should look into this more.
LEGISLATION
Ordinance 2014 -75 introduced by Mayor Kennedy was given its second reading. An
Ordinance amending Section 353.07 of the Traffic Code of the City of North Olmsted
entitled "Parking Ticket Procedures" in order to change the misdemeanor classification
for fire lane violations from a fourth degree misdemeanor to a minor misdemeanor.
Resolution 2014 -76 introduced by Mayor Kennedy was given its second reading. A
Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining
Agreement ( "CBA ") with the International Association of Fire Fighters ( "IAFF ") Local
1267, for the period January 1, 2015 through December 31, 2017.
Ordinance 2014 -77 introduced by Mayor Kennedy was given its second reading. An
Ordinance authorizing the Mayor to request proposals for plumbing, heating, ventilation
and air conditioning preventative maintenance services for the city's Division of
Recreation; further authorizing the Mayor, subject to approval of the Board of Control, to
enter into an agreement with the contractor selected in the RFP process.
Resolution 2014 -78 introduced by Mayor Kennedy was given its second reading. A
Resolution authorizing the Director of Public Service to advertise for bids for the
purchase of 5,000 tons of stone for various Service Department needs throughout the city
as detailed in the specifications on file, further authorizing the Mayor to enter into a
contract with the lowest and best bidder(s) to purchase said stone, after Board of Control
of Approval.
0
