Council Minutes of I 1 -18 -2014 <br />Resolution 2014 -79 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to request proposals from professionals qualified to <br />conduct fair housing testing services to determine if housing providers and professionals <br />are complying with the fair housing laws of the City of North Olmsted and the United <br />States of America and, following selection by the Board of Control, authorizing the <br />Mayor to enter into a contract for said services, and declaring an emergency. <br />Councilwoman Hemann made a motion to suspend the rules requiring three readings and <br />formal committee review. The motion was seconded by Councilman Barker and passed <br />unanimously. <br />Dennis Lambert, 25057 Carey Lane said he understands that the money being spent will <br />be federal money and not the city's money. He asked Gareau if Ass't Director of Law, <br />Carole Heyward, is a part-time employee and Gareau replied that she is. Lambert said <br />Heyward could possibly bid on the compliance portion of this and get paid outside of her <br />job? Gareau said she cannot. Heyward serves as a Fair Housing Administrator for North <br />Olmsted, so she is involved in the investigation and prosecution of these cases so it would <br />be a conflict of interest if she bid. Lambert asked if the city can run seminars for the <br />purpose of educating renters in this community and run it out of the municipal court <br />systems? President Jones said the city has run seminars in the past when she served on <br />the Fair Housing Board. Gareau said there is no local criminal section enforced through <br />the Fair Housing Review Board and through civil actions. He does not recall a seminar <br />for renters, but they have held seminars for landlords and real estate agents. <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman <br />Barker and passed unanimously. Resolution 2014 -79 adopted 6 — 0. <br />Resolution 2014 -80 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2015, and declaring an emergency. <br />Resolution 2014 -81 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the <br />purchase of 5,000 tons of asphalt materials for various Service Department needs <br />throughout the city as detailed in the specifications on file, further authorizing the Mayor <br />to enter into a contract with the lowest and best bidder(s) to purchase said materials, after <br />Board of Control approval. <br />Resolution 2014 -82 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a Memorandum of Understanding <br />( "MOU ") Agreement with the Cuyahoga County Soil and Water Conservation District <br />( "SWCD ") to provide the City of North Olmsted with Minimum Control Measures 1 and <br />2 in accordance with the requirements of National Pollutant Discharge Elimination <br />Systems ( "NPDES ") Phase I1, and declaring an emergency. <br />Resolution 2014 -83 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution proclaiming November as Pancreatic Cancer Awareness Month in the City of <br />North Olmsted, Ohio, and declaring an emergency. Councilman Brossard made a motion <br />5 <br />
