Council Minutes of 12 -16 -2014 <br />• Discussed next was Ordinance 2014 -87 which is an Ordinance to make <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2015, and declaring an emergency. <br />This is the temporary budget for the year 2015. The committee voted 3 -0 to <br />recommend approval of Ordinance 2014 -87 with suspension. <br />• Discussed next was Ordinance 2014 -88 which is an Ordinance establishing the <br />rates of compensation for various administrative and legislative personnel for the <br />years 2015, 2016 and 2017 by increasing the salary ranges two percent (2 %) each <br />year; and authorizing the option to sell back vacation for 2015 only to assist with <br />the payroll change one week in arrears; and to otherwise restate the compensation <br />rates and descriptions for various administrative and legislative personnel for the <br />years 2015, 2016 and 2017, and declaring an emergency. This Ordinance allows <br />for non - bargaining rate increases based on increases negotiated by bargaining <br />units in the city. This also allows non - bargaining employees to sell back 40 hours <br />of earned vacation hours to offset the new pay cycle. The committee voted 3 -0 to <br />recommend approval of Ordinance 2014 -88 with suspension. <br />• Discussed next was Ordinance 2014 -89 which is an Ordinance authorizing the <br />Mayor to enter into contracts for the deposit of public monies with the institutions <br />designated by Council as depositories for the active and interim account of the <br />city, and declaring an emergency. The banks listed in the Ordinance have public <br />fund departments and includes all banks with locations in the City of North <br />Olmsted that meet the requirements. First Federal of Lakewood is a new addition <br />to the list. The committee voted 3 -0 to recommend approval of Ordinance 2014- <br />89 with suspension. <br />• Discussed last was Ordinance 2014 -91 which is an Ordinance dispensing with a <br />formal RFP process and authorizing the Mayor to enter into an agreement with <br />Go2IT Group to provide, among other things, helpdesk support, network <br />monitoring, hardware and software licensing and support, virus recovery and <br />system monitoring services for the City of North Olmsted, and declaring an <br />emergency. Now that the city has one full -time IT employee, this gives the <br />Administration the ability to have experts on call with any problems that may <br />arise. The former Network Administrator's salary compared to the cost of this <br />contractor is a "wash ". The committee voted 3 -0 to recommend approval of <br />Ordinance 2014 -91 with suspension. <br />The Finance Committee met Tuesday December 16, 2014 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Finance Director Copfer. <br />Discussed were the Note Ordinances 2014 -92 through 2014 -97. Ordinances 2014 -92 and <br />2014 -93 are rollover Notes for the 2014 $2,575,000 Note borrowing for Recreation <br />Center improvements and the Windsor Culvert. These Notes are due February 4, 2015. <br />The city is paying down $150,000 in principal on the outstanding Notes, renewing <br />$2,435,000 and borrowing $2,905,000 for the new projects in Ordinances 2014 -94 <br />through 2014 -97. The total issuance cost is $35,000. Total Note borrowing will be <br />$5,340,000. The new projects are as follows: <br />Ordinance 2014 -94 Golf Course Equipment $245,000 <br />Ordinance 2014 -95 Police Station Fire Range Roof and 2 HVAC Systems $385,000 <br />Ordinance 2014 -96 Storm Water Drainage Improvements $1,005,000 <br />3 <br />
