Council Minutes of 12 -16 -2014 <br />Director of Finance Copfer: <br />• Substitute House Bill 5 has passed both the Ohio House and Senate and is <br />expected to be signed by the Governor. Most provisions go into effect January 1, <br />2016. RITA is developing a model income tax ordinance and rules and <br />regulations to incorporate the necessary provisions of the law. One of the hardest <br />fought issues was requiring municipalities to allow a five -year net operating loss <br />carry forward, which the city's Code already does allow which will not effect <br />income any differently. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday December 9, 2014 at 6:45 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard and <br />Hemann; Mayor Kennedy, Finance Director Copfer, Safety /Service Director Glauner, <br />Human Resources Director Farver and guests: <br />• Discussed first was Ordinance 2014 -85 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2014, and declaring an <br />emergency. This is a year end Ordinance that balances finances so that the budget <br />does not show a deficit at the year's end. The committee voted 3 -0 to recommend <br />approval of Ordinance 2014 -85 with suspension. Since then, four amendments <br />have been added to this Ordinance: The general fund has forestry salaries <br />increasing $26,294.41 for unanticipated severance. The casualty loss fund needs <br />to increase the appropriations for two items using $16,460.15 proceeds from an <br />insurance claim toward the replacement of a truck that was totaled in an accident. <br />Also there is the potential for $55,000 of deductibles on claims. The STOP fund <br />requires an additional $10,000 in equipment for the installation of cameras and <br />software to monitor in jail cells and within the station for safety and security. The <br />Solid Waste and Recycling fund had only $49,400 budgeted in wages and benefits <br />for brush removal and chipping by the employees. Required is an additional <br />$26,031.16 budgeted for the actual wages and benefits incurred. This alleviates <br />the general fund in forestry. There was more due to the severity of the storms this <br />year. An additional $25,000 is required as the Three -Z contract leaf collection <br />contract increased due to the EPA required closing of the leaf facility at Barton, as <br />they had to haul and store the leaves elsewhere. Also incurred was an additional <br />$35,000 in solid waste costs with Republic due to the storm events. <br />Councilman Kearney made a motion to amend Ordinance 2014 -85. The motion was <br />seconded by Councilman Schumann and passed unanimously. Ordinance 2014 -85 <br />amended 6 -0. <br />• Discussed next was Resolution 2014 -86 which is a Resolution directing the Fiscal <br />Officer of Cuyahoga County to pay to the City of North Olmsted, Ohio, during <br />the year 2015, all money due and owing said city from any collection source. <br />This is a standard Ordinance so the city receives property taxes from the Council <br />more often than just twice a year. The committee voted 3 -0 to recommend <br />approval of Ordinance 2014 -86 with suspension. <br />2 <br />
