Council Minutes of 12 -16 -2014 <br />AUDIENCE PARTICIPATION <br />Don Pangrac, 23470 Sharon Drive says there are at least 6 street lights that are out <br />between Clauge and Dover Center Road. These have been out for over two and a half <br />months. For the past three years, he has been concerned about the manhole at the corner <br />of Bentley and Lorain Road. It's sinking deeper, and he has safety concerns. He asked <br />when the lights are going to be lit and when the manhole will be repaired and /or replaced. <br />Mayor Kennedy said the city relies on First Energy /CEI to service these lights. Pangrac <br />said they could care less about the lights and it's not acceptable. Mayor Kennedy said as <br />summer ends, the Service Dept. employees take note of lights that are out and then they <br />are called in to First Energy. He will get this information to Pangrac. Council President <br />Jones added that if the Mayor would think that a letter from City Council to First Energy <br />would be helpful to resolve this issue, they would be happy to help. Mayor Kennedy said <br />he will assess where they are and if they are not doing their job, then they can do a letter. <br />Safety /Service Director Glauner stated that CEI has a website now so anyone can log on <br />and report a light that needs to be serviced. <br />Council President Jones wished everyone a happy holiday season and wonderful <br />upcoming New Year. <br />LEGISLATION <br />Resolution 2014 -80 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2015, and declaring an emergency. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution 2014 -80 adopted 6 -0. <br />Ordinance 2014 -85 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2014, and <br />declaring an emergency, as amended. Councilman Kearney made a motion to suspend <br />the rule requiring three readings as this was discussed in Finance Committee. The <br />motion was seconded by Councilman Barker and passed unanimously. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Barker and <br />passed unanimously. Ordinance 2014 -85 adopted 6 -0. <br />Resolution 2014 -86 introduced by Mayor Kennedy was given its second reading. A <br />Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2015, all money due and owing said city from any <br />collection source. Councilman Kearney made a motion to suspend the rule requiring <br />three readings as this was discussed in Finance Committee. The motion was seconded by <br />Councilman Schumann and passed unanimously. Councilman Kearney moved for <br />adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br />Resolution 2014 -86 adopted 6 -0. <br />Ordinance 2014 -87 introduced by Mayor Kennedy was given its second reading.
